Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CO0051712 Site Location: UNION ST& LAFAYETTE ST <br /> Activity Summary <br /> Activity Date Recorded by <br /> 03/06/2020 Received spill report 20-1307. UPRR leases a piece of property to T. Ramirez BAKER <br /> Trucking and they are servicing their trucks and releasing engine oil onto the land. <br /> Amount is unknown but it is believed to be less than 100 gallons. <br /> Called Mike Algots with UPRR at 916-580-9999 and left a message. Went out to <br /> site. Spoke with the tow truck company and they pointed me towards the piece of <br /> property. Attempted to make contact with either property owner or someone with <br /> T. Ramirez Trucking. Northern half of property has approximately 25 cars parked. <br /> There were also two trailers that appeared to be occupied. A man was observed <br /> sanding a car. He said he did not speak English. A woman and a man were <br /> sitting in a parked van on the northern half of the property. They were not part of <br /> T. Ramirez Trucking and were currently waiting for someone. Went to the <br /> southern half of the property to find someone with T. Ramirez Trucking. The <br /> southern half of the property was full of parked semi-trucks. Oily staining was <br /> observed on the dirt in several areas. A majority of the oily stains appeared to be <br /> from leaking trucks. There were a couple stains from oily engine parts being <br /> placed on the dirt. Nobody was on this piece of the property. Went towards the <br /> entrance and received a call from Mike Algots. He said that he has not been on <br /> the property yet but did fly his drone over. He said he saw at least 12 individual <br /> spots on the ground. He said that T. Ramirez Trucking will be held responsible to <br /> clean up the oil spills and it will go through UPRR's site mitigation department. <br /> Another man named Benny Castro showed up at the site at that time. He said he <br /> had a couple cars on the property that he pays to store there but was not with T. <br /> Ramirez Trucking. <br /> Spoke with the tow company again. He said to try and go to the property across <br /> the street because they have that one as well. The man at that property did not <br /> speak English either. He brought his wife out of the trailer and she said they were <br /> not with the T Ramirez Trucking either and she had no contact information for the <br /> owner. Returned back to the office. <br /> Discussed complaint with Elena Manzo (Lead Sr. REHS). Called Tomas Ramirez <br /> (Owner of T. Ramirez Trucking) at 209-993-6186. Let him know about the <br /> complaint and that he would need to clean up the oil spills on the property and <br /> provide disposal records for the waste generated. He said that he would get <br /> everything cleaned up. I asked him if he also had the part of the property with the <br /> trailers and cars and he said yes. He said he already told all the people to get off <br /> the property. They will be gone in a couple days. <br /> Finished entering the complaint information and wrote Notice to Abate. <br /> Completed Emergency Response Record, Site Map and Prop 65. <br /> Emailed Notice to Abate to Tomas Ramirez (Owner) at <br /> tramireztrucking@yahoo.com and Mike Algots of UPRR at mjalgots@up.com <br /> Put a copy of Notice to Abate on shelf to mail to Tomas Ramirez certified. <br /> Gave Prop 65 to Elena Manzo (Lead Sr. REHS) for review. <br /> Filled out pink complaint form and turned it in for the two occupied trailers on the <br /> property. <br /> Called City of Stockton Code Enforcement at 209-937-8813 to report that the <br /> trucking company is parking vehicles on a dirt lot. <br /> 5105.rpt Page 2 of 5 <br />
