Spill site was located at storm drain east of the truck fuel island. Spill on pavement covered an approximate <br /> area of 15 x 40 feet. Spill area was covered with absorbent, surrounded by cones and storm drain was surrounded by <br /> absorbent socks to prevent any additional diesel from entering. Met with Officer Paul Rourick(Ripon Police Department), <br /> Bob Morrill(Owner of Morrill Industries), Mike Pole(City of Ripon Public Works)and Antoinette of Flying J. Mike Pole stated <br /> that the storm drain north of the impacted storm drain had approximately 1-1.5 inches of what appeared to be diesel in it. <br /> Mike Pole stated that the diesel did not go past that point into the street and stopped at the sand filter. Storm drain leads to <br /> Mistlen Park retention pond. Chip Hughes of Flying J said that Flying J has a clean-up company en route to clean the <br /> surface area and the impacted storm drain. Estimated time of arrival is unknown at this time. <br /> Flying J to notify SJC EHD whenclean-up will be completed for verification. Flying J to provide SJC EHD with final disposal <br /> records for waste generated and any analytical or waste profile. <br /> VIOLATIONS: <br /> Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> ° Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately <br /> Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Within 30 days. <br /> Other Correction <br /> EHD 25-01 Rev.9/16/2020 Page 1 of 2 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
