J O A Q U I N Environmental Health Department <br /> COUNTY- <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: ALEJANDRO ALCARAZ Date: Jul 21,2020 <br /> RP Mailing Address: 3527 HARVEY AVE Record ID#: COP6SNLOM <br /> STOCKTON, CA 95206- Program Element: 2546 <br /> Spill Location: 0 CE DIXON ST, STOCKON Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> A car caught on fire for unknown reasons at Gate 16 of the Stockton Airport and caused the release of burned materials <br /> onto the ground and into a storm drain. <br /> OBSERVATIONS: <br /> Burned material was observed on the ground around the car and in the storm drain. The fire was put out by the time I <br /> arrived on site. A boom was placed in the gutter to prevent any more liquids from going into the drain. Any person who <br /> generates a waste shall determine if the waste is a hazardous waste as specified in Title 22 California Code of Regulations <br /> (CCR)66262.11. There are wastes that are listed as hazardous wastes. There are wastes that exhibit one or more of the <br /> hazardous waste characteristics:toxic,corrosive, reactive or ignitable. Immediately make hazardous waste determinations <br /> for each waste, and manage them according to Title 22 CCR. Use Safety Data Sheets(SDS),waste sampling and test <br /> results or other knowledge to support your hazardous waste determination.Waste testing must be done using methods <br /> specified in Title 22 CCR including sections 66261.20-24. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> 11 Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately. <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Submit final waste disposal records and any hazardous waste determination documents to the EHD. <br /> ° Other Correction <br /> EHD 25-01 Rev.08/17/17 Page 1 of 2 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
