Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COP6SNLOM Site Location: GATE 16 SAN JOAQUIN COUNTY AIRPORT PARKING LOG <br /> Activity Summary <br /> Activity Date Recorded by <br /> 07/21/2020 11:06 a.m.: Received a call from Brain Toledo, City of Stockton, 209-993-3273. A ALANIZ <br /> car at the Gate 16 Stockton Airport parking lot caught on fire. The airport fire <br /> department arrived on site at 6:30 a.m. and put the fire out with water. The <br /> contaminated water used to put out the water flowed into a nearby storm drain. <br /> Left to the site at 11:18 and arrived at 11:30 a.m. <br /> Burned material was observed on the ground around the car and in the storm <br /> drain. The fire was put out by the time I arrived on site. A boom was placed in the <br /> gutter near the storm drain to prevent any more liquids from leaking. The fire <br /> department was not on scene when I arrived. <br /> Met with airport maintenance supervisor Stephen Sked, 209-483-7051, and the <br /> responsible party,Alejandro Alcaraz, 209-898-8599. Alejandro did not know how <br /> his car caught on fire. He was informed of the incident while he was working. <br /> Explained the notice to abate, spill cleanup requirements, charge for cost <br /> recovery...etc. Got the responsible party information. Typed up the notice to <br /> abate and emailed it to him at<gaboo072112@gmail.com>. Confirmed that he <br /> received it. Alejandro was in the process of working with his insurance to get the <br /> area cleaned up. <br /> According to Brian Toledo, black liquid was observed in the storm drain <br /> downstream of the incident. The City of Stockton did not have any concern <br /> because the storm drains belonged to San Joaquin County. Called San Joaquin <br /> County Storm Drain and left a message about the release. Left the site at 12:30 <br /> p.M. <br /> Received a call from Jose Alcaraz. He said that he was the owner of the car and <br /> that I had spoken with his son. I explained to him what I told Alejandro. He said <br /> that his car was going to be picked up the next day. I asked him to update the <br /> EHD. Jose said that neither he nor his insurance had any plans to clean the storm <br /> drains. <br /> 4:51 a.m.: Received a call and email from Justin Padilla, Engineering Assistant I, <br /> <jpadilla@sjgov.org>, 209-468-2907. Called him back and left a message. <br /> He sent me the following email: <br /> We do not regulate firefighting flows. Non-stormwater discharge from firefighting <br /> activities are authorized by the State's NPDES General Permit. <br /> The airport fire department did NOT call CalOES. Brian Toledo said the City of <br /> Stockton was not planning on calling either. Called CalOES and made the spill <br /> report. <br /> Received a call from Fish and Wildlife Officer Octavio at 707-430-1357. Officer <br /> Octavio asked why the fire department did not make the spill report at 6:30 a.m. <br /> He also called the responsible party and got the same answer I got. He said to let <br /> him know if I required any help. <br /> 07/22/2020 Updated Jason Gaitan on the spill.
