During the meeting, we discussed the following items:
• L&M Group's (Group) proposal to perform a rebound test of the Soil Vapor Extraction (SVE)
system at the Delta View Apartment complex:
o The SVE system has not been operating since November 2013 due to the malfunction
of an LEL sensor.
• SVE system construction details.
• Review of historical and current soil vapor data.
• Potential system optimization and verification sampling.
We agreed on the following Action Items to be submitted by the L&M Group:
• L&M Group will submit a proposal to remove the existing onsite SVE/DPE remedial equipment.
System piping, manifolds, and other infrastructure will remain to allow for system optimization to
occur using a mobile treatment unit, if necessary.
• L&M Group will submit a work plan identifying additional soil vapor sampling locations to confirm
the source area has been cleaned up:
o Samples will be collected in accordance with DTSC's October 2011 soil gas sampling
guidance.
o Naphthalene soil vapor samples must have a detection level of at least 32 fag/m3.
Central Valley Water Board staff understands that the system will remain off pending the results of the
upcoming rebound test data.
