L & M OPERABLE UNIT-THIRD QUARTER 2014 SITE STATUS, REMEDIAL SUMMARY, AND <br /> GROUNDWATER MONITORING REPORT <br /> Appendix B <br /> Page 8 <br /> on August 5, 2009. A groundwater collection trench, extending north-south, was <br /> left in the substrata approximately 15 feet bgs and along the eastern boundary <br /> of the excavation which paralleled the major pipeline removed during the <br /> investigation. <br /> In March 2009, Wallace Kuhl Associates (WKA), on behalf of the city of Stockton, <br /> concluded excavation, installation of exploratory borings, and UST removal <br /> activities on the property adjacent to the Waterfront Towers Parking Facility to <br /> the north and west. Wallace Kuhl and Associates submitted their report of <br /> findings entitled Stockton Promenade Underground Storage Tank Removal <br /> Report-Former North Edison Street to the RWQCB-CVR on June 8, 2009. <br /> In early 2010, T&R, on behalf of the city of Stockton, abandoned Morton <br /> Operable Unit wells MW-06R and 2BMW-1 due to the development of the DMV <br /> on the Morton-Alco Operable Unit southeast of the L&M OU. The DMV was <br /> completed and has been in operation since November 17, 2010. <br /> On February 22, 2010 Stantec submitted a Response to Discussion of Unocal's <br /> Harrison Street Pipelines During the December 2009 Meeting at the Regional <br /> Water Quality Control Board's Rancho Cordova, CA Office. During T&R <br /> subsurface investigation and excavation on the UOU a historical petroleum <br /> pipeline was uncovered and discussion on responsible parties and cost <br /> allocation for cleanup began between CEMC, Phillips 66, and the City of <br /> Stockton RDA. While the L&M Group and the RDA have differences concerning <br /> this issue, the L&M Group has asked the RWQCB-CVR to assist in mediating <br /> between the parties to reach an appropriate allocation of responsibility relating <br /> to groundwater issues in the vicinity of the L&M OU and UOU. <br /> On March 4, 2011 , Stantec submitted the Report of Findings for the Waterfront <br /> Towers Separate Phase Hydrocarbon Investigation and Unocal Extraction Well <br /> Pilot Study. The objective of the investigation was to provide additional data <br /> points for further delineation of the vertical and lateral extent of dissolved <br /> petroleum hydrocarbons and observed SPH plumes beneath the Waterfront <br /> Towers parking facilities; petroleum pipelines potentially associated with historic <br /> activities at the L&M OU and the Unocal Operable Unit (UOU) were previously <br /> removed from this location. In addition, the report presented a discussion of an <br /> aquifer test and system feasibility study conducted at the UOU. The objective of <br /> this study was to determine the quantity and quality of groundwater at the UOU, <br /> specifically within the previously installed collection trench at the site, to further <br /> evaluate the feasibility of remedial technologies currently applied at the L&M <br /> 4 5ta ntec <br />
