The investigation included a soil-vapor survey and <br /> the installation and sampling of three ground water monitoring wells. <br /> This limited investigation, conducted as part of an environmental site <br /> assessment, detected hydrocarbons in soil and ground water beneath the <br /> Waterfront Redevelopment Project site. Therefore, the site now comes under <br /> the regulatory authority of the Regional Board Water Quality Control Board. <br /> Hydrocarbon constituents were detected in a water sample from monitoring well <br /> MW-1 . Based on the results of this investigation, your consultant has <br /> proposed quarterly sampling of monitoring wells MW-2, and MW-3. Additional <br /> investigation is proposed for three areas of the Redevelopment Project: <br /> 1) Installation of an off-site monitoring well on the property adjacent to <br /> the upgradient boundary of the Redevelopment site; <br /> 2) Evaluation (unspecified) closer to the undero_round storage tank located <br /> on the eastern side of North Lincoln Street, and; <br /> 3) Installation of an additional on-site monitoring well in the vicinity of <br /> vapor probe VP-12. <br /> Based on prior land use practices, which included a bulk oil distributor and a <br /> paint manufacturer, we believe that due diligence would require a more <br /> thorough investigation for the Waterfront Redevelopment Project. Prior to <br /> developing a work plan for this investigation, a detailed site history should <br /> be developed for this site. In addition, the existing monitoring wells should <br /> be resampled to confirm the initial results. The next phase of investigation <br /> should be expanded to include all former underground storage tank areas, and <br /> any other areas where discharges may have occurred. <br />
