L & M OPERABLE UNIT- THIRD QUARTER 2014 SITE STATUS, REMEDIAL SUMMARY, <br /> AND GROUNDWATER MONITORING REPORT <br /> Introduction <br /> October 31, 2014 <br /> 1.0 Introduction <br /> On behalf of Chevron Environmental Management Company (CEMC) and Phillips 66 <br /> (P66), Stantec Consulting Services Inc. (Stantec) has prepared this report in <br /> accordance with the Regional Water Quality Control Board - Central Valley Region <br /> (RWQCB-CVR) Monitoring and Reporting Program (MRP) No. R5-2012-0805 (Appendix A) <br /> for the L&M Operable Unit (OU) located adjacent to and along the eastern boundary <br /> of the Delta View Apartments (802 West Weber Avenue) and west of the North Lincoln <br /> Street and West Weber Avenue cross road in San Joaquin County, California (the "Site"; <br /> Figure 1). This report presents a discussion of the Site background, groundwater <br /> elevations and analytical results, a summary of remedial activities and soil vapor well <br /> sampling results for third quarter 2014 (3Q14), and a summary of the trends of petroleum <br /> hydrocarbon concentrations in groundwater. This 3Q14 report describes activities <br /> conducted on behalf of CEMC and P66 for the Site. <br /> 1.1 SITE DESCRIPTION <br /> The Site is currently owned by the City of Stockton, which refers to the Site and <br /> surrounding area as "Parcel 2A". The Site currently consists of relatively flat, fallow land <br /> and is mostly undeveloped except for the Delta View Apartments located on the <br /> western and southern portion of the Site. A State Department of Motor Vehicles (DMV) <br /> building resides to the southeast of the Site. The Stockton Deep Water Channel <br /> (McLeod Lake), Tuleburg Levee, Weber Avenue, and an office building complex are <br /> located north of the Site. The Mormon Slough runs northwest to southeast of the site <br /> from the Stockton Deep Water Channel. The Work Net building is southeast of the Site <br /> across North Lincoln Street and the Children's Museum is located several 100 meters <br /> east of the Site across North Lincoln Street on the south side of West Weber Avenue. <br /> During a December 2, 2002 meeting with the RWQCB-CVR, environmental <br /> management of the Parcel 2A are was divided into three operable units (OUs): L&M <br /> OU; Unocal OU (UOU); and Morton OU (MOU). The L&M OU was established to direct <br /> investigations in the area south of West Weber Avenue, west of the midline of the <br /> former Harrison Street, east of North Edison, and north of former Main Street <br /> (Appendix A). This OU includes monitoring wells MW-9, 2AMW-12 through 2AMW-14, <br /> MW-16 through MW-28, MW-31, MW-34, MW-42 through MW-52, and MW-54 through <br /> MW-74. The OU also includes dual phase extraction (DPE) wells DPE-1 through DPE-13; <br /> the DPE network once included well MW-40 which was converted to a DPE well <br /> permanently during the second quarter 2007, but was abandoned during the fourth <br /> quarter 2008 due to the City of Stockton's excavation activities at the UOU. The L&M <br /> OU Site wells are monitored and sampled in accordance with MRP No. R5-2012-0805. <br /> 5 5ta ntec 1.1 <br />
