This work plan <br /> presents a strategy for investigating environmental impacts from the waste drilling mud that <br /> was disposed on this site for the purpose of closure. Staff has reviewed this plan. If the <br /> Discharger concurs with the changes and responds with a letter of concurrence then they may <br /> immediately proceed with the proposed fieldwork. <br /> The Discharger must understand that at a minimum, this drilling mud is a designated waste. <br /> Pursuant to California Code of Regulations Title 27 (CCR Title 27), the only means to close <br /> this site without "institutional controls" is to remove all the material from the site and discharge <br /> it at a permitted facility. If the Discharger elects to keep the material onsite, then an <br /> engineered cover that complies with CCR Title 27 must be placed over the waste. Regardless <br /> of the closure remedy, the Discharger is responsible for cleaning up any environmental impact <br /> that resulted from the discharge of drilling mud on this site. <br /> The Discharger has based their environmental screening levels on the Bay Area Regional <br /> Water Quality Control Board's November 2007 Screening for Environmental Concerns at sites <br /> with Contaminated Soil and Groundwater report. Within the jurisdiction of the Central Valley <br /> Regional Water Quality Control Board the numerical limits that are used for establishing <br /> cleanup values should be compared against the Regional Water Board's Water Quality <br /> Control Plan for the Sacramento River and San Joaquin River Basins, Fourth Edition, as well <br /> as the Compilation of Water Quality Goals which both documents can be found on the <br /> agency's website. <br /> The Discharger has proposed analytical reporting limits that exceed the contituent of concern's <br /> water quality protection standard specified in the Compilation of Water Quality Goals. When <br /> limits are above the regulatory limit, it is impossible to evaluate the impact to water quality, <br /> therefore, please advise the laboratory that the reporting limits must be below the analytes <br /> applicable regulatory limit. <br /> California Environmental Protection Agency <br /> ca Recycled Paper <br />
