We under- <br /> stand this work is prompted by pending litigation rather than a request from either the State or the <br /> County of San Joaquin. Given these circumstances, we concur with the plan provided the changes <br /> outlined below are incorporated. <br /> First, the analyte list for ground water samples should include sulfate, chloride and total dissolved <br /> solids plus field measurements for specific conductance, pH and temperature. Second, all soil <br /> samples should be split and one portion preserved for future analysis if necessary. In particular, <br /> we believe it may be very useful to run waste extraction tests using deionized water to evaluate <br /> whether the drilling muds are designated wastes at this site. Third, we do not understand from the <br /> soil sample depths specified in the report what materials are intended to be sampled. The site <br /> includes drilling muds and possibly old dump materials underlain by native soils and peats. The <br /> report should clearly define the goals of the sampling strategy to ensure that representative samples <br /> of the various wastes and any contaminated soils under the wastes are collected. <br /> The workplan states that data evaluation will include comparison of sample results to applicable <br /> regulatory standards and guidelines and include a preliminary risk assessment. We want to <br /> emphasis here that the requirements contained in Title 23, California Code of Regulations (23 <br /> CCR), Division 3, Chapter 15 are applicable to this site and should be considered in interpreting <br /> the data. <br /> If you have any questions, please call Steve Rosenbaum at(916) 255-3131. <br /> VICTOR J.
