Montgomery, Multimodal Stations Cof ma or <br /> Re: Request for Proposal - Phase II Hazardous Materials Report for <br /> the Stockton Multimodal Station Site <br /> Dear Mr. Montgomery, <br /> Wright Environmental Services, Inc. is pleased to submit this workplan for the Phase II <br /> Hazardous Materials Report. The purpose of the Phase II Assessment is to provide <br /> documentation, evaluation and preliminary remediation recommendations for potential <br /> hazardous wastes within the portion of the site proposed for purchase. The purchase <br /> would be for construction of the Stockton Multimodal Station between Miner Avenue and <br /> Market Street in Stockton. The Station would consist of rehabilitating the existing <br /> Southern Pacific Railroad Passenger Depot by the San Joaquin Regional Rail Commission <br /> (Commission). <br /> Background <br /> Espana Geotechnical Consulting (Espana) has performed a Phase I Assessment for the <br /> Stockton Rail/Multimodal Station(report dated March 14, 1997). The results of that report <br /> were that the site had a low potential for impacts from hazardous materials/waste and/or <br /> petroleum hydrocarbons. However, Espana recommended that several locations be <br /> investigated for near surface soil contamination due to presence or past existence of <br /> underground storage tanks. Several sites identified in the Espana report also had the <br /> potential to impact groundwater. Consequently, a proposed scope of work to investigate <br /> the areas of concern was developed by the Commission. That work was presented in <br /> Wright's proposal dated May 14, 1997 which outlined the work tasks. <br /> The initial work, a geophysical survey, has been completed in the proposed project area by <br /> NORCAL Geophysical Consultants, Inc.. The purpose of the survey was to evaluate the <br /> site for potential presence of buried underground fuel storage tanks (USTs), drums, or <br /> other contamination sources. Multiple geophysical methods (electromagnetic induction, <br /> magnetometry, and ground penetrating radar) were used to evaluate the site for potential <br /> contamination sources. The survey identifies areas of geophysical responses where either <br /> possible buried objects of fills, metallic objects utilities or shallow ground anomalies were <br /> located. The survey located areas in Parcels 1, 2, 5 and 6 where responses indicate <br /> potential areas of further study. The geophysical survey indicates that buried debris or <br /> objects could be in these areas on Parcel 6 and utilities on Parcels 1 and 2. Ground <br /> penetrating radar indicates possible buried objects on Parcel 5.
