Other requirements may <br /> also apply. These requirements cannot be modified. <br /> 1) A soil suitability study incorporating proposed staff and customer use shall be submitted to the <br /> Environmental Health Department, indicating that the area is suitable for septic system usage. The <br /> studies must be approved by the Environmental Health Department prior to issuance of a building <br /> permit. (San Joaquin County Development Title, Section 9-1105.2(d)). The fee will be based on the <br /> current schedule at the time of payment. <br /> The sewage disposal system shall comply with the onsite wastewater treatment systems standards <br /> of San Joaquin County prior to approval. A percolation test conducted in accordance with the E.P.A. <br /> Design Manual - Onsite Wastewater and Disposal Systems is required for each parcel. The fee will <br /> be based on the current schedule at the time of payment. <br /> 2) Applicant shall contact Robert McClellon, Program Coordinator, Small Public Water System Program, <br /> at (209) 468-0332, to determine if the existing well can be permitted as a public water system prior to <br /> issuance of building permits. If a public water system is required, applicant shall submit a Small Public <br /> Water System preliminary technical report to the California State Water Resources Control Board, <br /> Division of Drinking Water(Water Board) at least six months before initiating construction of any water <br /> related improvement, as defined. The issuance of a permit to operate a small public water system by <br /> the local primacy agency (EHD) is prohibited without the concurrence of the Water Board. Please <br /> contact Brian Kidwell, P.E. with the SWRCB Division of Drinking Water at (209): 948-3963 concerning <br /> the requirements for preliminary technical report submittal prior to issuance of building permits. <br /> If the Water Board determines that an onsite well shall be used as the potable water source, a permit <br /> application to operate Small Public Water System shall be submitted to the EHD for approval prior to <br /> issuance of building permits. To issue a permit to operate, concurrence from the Water Board is <br /> required. A yearly permit to operate a public water system will be required by the EHD prior to sign <br /> off of the certificate of final occupancy (San Joaquin County Development Title, Section 9-1120.2 and <br /> 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure delivery <br /> of pure, wholesome, and potable drinking water in accordance with San Joaquin County Development <br /> 1868 E.
