i <br /> y <br /> APPENDIX A: <br /> PREVIOUS INVESTIGATIONS <br /> US Can—Welty Road(the Site) emerged after several environmental investigations unrelated to <br /> the Historic Pipeline Portfolio—Bakersfield to Richmond(HPP-BTR)were performed in 1995 <br /> and 1996 at the Hunter Container Corporation(Hunter Container)property located at <br /> 35275 Welty Road in Vernalis, California(Figure 1). In the process of investigating a former <br /> burn pit and a release from a condensate outlet,petroleum hydrocarbons were encountered in soil <br /> and groundwater on the Hunter Container property in the vicinity of the former HPP-BTR <br /> pipelines. As a result, in 1997 Chevron Pipeline Company(CPL) initiated investigation of the <br /> former HPP-BTR pipelines in the area near the Hunter Container property. This HPP-BTR <br /> investigation area is known as the US Can—Welty Road site, which is the subject of the previous <br /> environmental activities. Activities leading to the discovery of HPP-BTR-related affected soil <br /> and groundwater, and subsequent investigations, are described below in chronological order. <br /> Sample locations can be found on Figure 2 of the main body of the report. Information on other <br /> properties in proximity to the Site is also included. <br /> ENVIRONMENTAL RESOURCES MANAGEMENT—WEST,INC. (ERM—WEST) <br /> 1995 SITE INVESTIGATIONS,2 <br /> On March 30, 1995, ERM-West performed soil sampling at the Hunter Container facility in <br /> Vernalis, California, to evaluate areas of potential environmental concern. ERM-West collected <br /> a sample from the water-supply well on site and soil samples from 11 locations(S-1 through <br /> S-11)near the wash-water discharge area, gasoline storage-tank removal area, chemical storage <br /> shed,condensate-line outlet, septic tank,compressor building, and outdoor equipment-storage <br /> area (i.e., west of the can fabrication plant waste/bum pit area). The samples were collected <br /> from depths ranging from ground surface to 3 feet below ground surface(bgs). Total petroleum <br /> hydrocarbons(TPH) quantified as oil and grease were detected in four soil samples (S-4, S-5, S- <br /> 6,and S-8) at concentrations ranging from 1,500 milligrams per kilogram (mg/kg)to 5,200 <br /> mg/kg. TPH quantified as gasoline(TPHg)was detected in two of the soil samples(S-4 and S-5) <br /> at concentrations of 20 and 6,000 mg/kg,respectively. None of the target chemicals were <br /> detected in the sample(W-1)collected from the water-supply well. The report documenting <br /> these activities also stated that a 1,000-gallon gasoline underground storage tank(UST)was <br /> removed from the Hunter Container site in 1988; no further details about the tank removal were <br /> provided. <br /> On May 9, 1995, ERM-West advanced four hand-auger borings (HB-3,HB-4, HB-5, and HB-6) <br /> to 10 feet bgs to establish the lateral and vertical extent of affected soil near the northeastern side <br /> of the former can fabrication plant. Affected soil was identified in HB-3, HB-4, and HB-6. <br /> Benzene, toluene, ethylbenzene, and total xylenes (BTEX), and trichloroethylene(TCE)were the <br /> main compounds detected in the soil samples. <br /> 1.
