1W 2101 Webster Street
12th Floor
Oakland, CA 94612
15103 663-4100 • FAX [51 O] 663-4141 GEOMATAIX
April 3, 2002
Project 5011.001
Mr. Robert Mihalovich
Chevron Environmental Management Company
Post Office Box 6012
San Ramon, California 94583
Subject: Soil and Groundwater Sampling Work Plan
Roberts Property (Former Vernalis Pump Station)
35500 Welty Road
Vernalis, California
Dear Mr. Mihalovich:
Geomatrix Consultants, Inc. (Geomatrix)has prepared this Soil and Groundwater Sampling
Work Plan on behalf of Chevron Environmental Management Company(ChevronTexaco) for the
Roberts Property (Former Vernalis Pump Station) located in Vernalis, California(the site; Fig-
ure 1). The Roberts property is located within the northern portion of the former Vernalis Pump
Station. Previous investigations performed at the site indicate the presence of petroleum hydro-
carbons in the subsurface at the site. The petroleum hydrocarbons present in the subsurface may
be residual crude oil associated with ChevronTexaco's historical Old Valley Pipeline (OVP).
This work plan was prepared based on a review of the existing site data with respect to the site
assessment protocols outlined in ChevronTexaco's October 5, 2001 Draft Revised Constant Tech-
nical Approach, Old Valley Pipeline Sites, Central Valley Region, California (2001 CTA) and
current requirements/requests of the California Regional Water Quality Control Board, Central
Valley Region (RWQCB). This work plan provides the scope of work for additional investigative
activities, which includes advancing 5 soil borings, collecting one grab groundwater sample, and
collecting groundwater samples from existing site wells. This work plan also provides a brief
description of the site setting along with a summary of the existing data.
SITE SETTING
The triangular shaped, 5.73-acre site is located at 35500 Welty Road and is bounded by State
Highway 33 and the Union Pacific Railroad right-of-way to the northeast (Figure 2). From 1902
to 1935, the site comprised the northern portion of the Vernalis crude oil pump station. The pump
station was part of the OVP system, which transported San Joaquin Valley crude oil from oil
fields in Bakersfield to the Chevron Refinery in Richmond, California. As shown on Figure 2,
former pump station facilities (e.g.,pipeline, pump house, heater house, and boiler house), of
which the pipeline and a portion of the former pump house are located on the site. The pipeline
entered the pump station from the east and exited to the north across the central portion of the site.
A Kinder Morgan Energy Partners, L.P., petroleum product pipeline that reportedly transports
gasoline, jet fuel, and diesel is located adjacent to the northern property boundary within the
Union Pacific right-of-way. Several farms are located to the west across Welty Road and east of
State Highway 33 from the site. Light industrial properties and farms are located to the south of
the site.
Geomatrix Consultants, Inc.
Engineers. Geologists. and Env!ronnnentsl Scientists
