HPP-BTR MP 204.3 <br /> Ahern Road-Vernalis <br /> Reports <br /> Accession#06102.201 l 1108.001 <br /> November 28, 2011 <br /> Mr. Mike Oliphant <br /> Chevron Environmental Management Company <br /> 6001 Bollinger Canyon Road <br /> San Ramon, California 94583 <br /> Subject: Revised Soil and Groundwater Investigation Work Plan <br /> Ahern Road—Vernalis <br /> Vernalis, San Joaquin County, California <br /> Dear Mr. Oliphant: <br /> SAIC Energy, Environment& Infrastructure, LLC (SAIC),prepared this revised work <br /> plan for the Ahern Road-Vernalis site(the Site; Figure 1) at the request of Chevron <br /> Environmental Management Company(CEMC). The Site was created after the Central <br /> Valley Regional Water Quality Control Board(RWQCB)requested a work plan for <br /> additional soil and groundwater investigation off site of the US Can-Welty Road site]. <br /> SAIC prepared a soil and groundwater investigation work plane (work plan) for the Site <br /> in response to this request, which was subsequently accepted by the Central Valley <br /> RWQCB'. <br /> The work plan proposed six primary soil borings on several different properties to <br /> delineate the extent of affected soil and groundwater. CEMC has been unsuccessful in <br /> obtaining access agreements from three of the four private properties where borings were <br /> proposed in the work plan. Field observations indicate that mobile drilling equipment <br /> may damage landscaping at the one property where access has been granted(Assessor's <br /> Parcel Number [APN] 255-180-07). CEMC obtained a right of entry(ROE) agreement <br /> with the Union Pacific Railroad(UPRR) for borings proposed in the railroad right of way <br /> (ROW)but will need to pursue a second ROE with California Northern Railroad(CFNR) <br /> that leases this portion of the UPRR ROW. <br /> Based on the above, SAIC recommends amending the investigation plan as outlined <br /> below. <br /> 1.
