It is the responsibility of the applicant to ensure a current will serve issued by the appropriate district <br /> or agency providing utility service ( s ) is on file and provided to the County prior to approval of the <br /> final map . <br /> s . The subdivider shall agree to pay user fees for the utility services from the time improvements are <br /> accepted by the County until the lots are placed on the County tax rolls . <br /> t . All easements of record shall be shown on the Final Map . ( Development Title Section 9 - 910 . 20 ) <br /> u . Prior to approval of the Final Map , the Project shall submit a Conditional Letter of Map Revision <br /> ( CLOMR ) to Federal Emergency Management Agency ( FEMA ) to determine the pre - and post - <br /> project Base Flood Elevation ( BFE ) . <br /> v . Prior to issuance of a building permit , the Project shall submit a Letter of Map Revision ( including <br /> certified as - built drawings ) to FEMA to remove the Project from the Special Flood Hazard Area . <br /> w . This project is a NPDES Phase II regulated area and shall comply with the following conditions . <br /> Prior to release of the building permit , plans and calculations shall be submitted and approved by <br /> the Public Works Department — Water Resources Division ( 209 - 468 - 9360 ) : <br /> A . Treatment : A registered professional engineer shall design the site to treat the 85th <br /> percentile storm as defined in the County ' s 2021 Storm Water Quality Control Criteria <br /> Plan ( SWQCCP ) . <br /> B . Hydromodification : A registered professional engineer shall design the site to comply <br /> with the volume reduction requirement outlined in the County ' s 2021 SWQCCP . <br /> C . Trash : A registered professional engineer shall design the site to comply with the trash <br /> control requirements outlined in the County ' s 2023 SWQCCP . <br /> x . Applicant shall file a Notice of Intent ( NOI ) with the State Water Resources Control Board <br /> ( SWRCB ) and comply with the State " General Permit for Storm Water Discharges Associated <br /> with Construction Activity " . The Waste Discharge Identification Number ( WDID ) , issued by <br /> SWRCB , shall be submitted to Public Works for file . Contact the SWRCB at ( 916 ) 341 - 5537 <br /> for further information . <br /> y . Applicant shall submit the Storm Water Pollution Prevention Plan ( SWPPP ) to Public Works . <br /> A copy of the approved SWPPP and all required records , updates , test results and inspection <br /> reports shall be maintained on the construction site and be available for review upon request . <br /> z . Prior to approval of the final map , the owner shall enter into an agreement with San Joaquin <br /> County for post- construction maintenance of stormwater quality facilities . <br /> Informational Notes : <br /> i . The Project shall demonstrate no adverse flooding impacts to neighboring parcels . <br /> ii . All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements ( Title 9 , <br /> Chapter 9 - 1605 ) and all requirements of the State of California ( CCR Title 23 ) that are in force at <br /> the time of permit issuance . As an example , these requirements may include raising the finish floor <br /> elevation one foot above the expected flood level and / or using flood resistant materials . Building <br /> pads must be designed and constructed 1 - foot above the post- project BFE . <br /> iii . This property is subject to the requirements of San Joaquin County Mosquito & Vector Control <br /> District ( 209 - 982 - 4675 ) and the California Health and Safety Code for the prevention of mosquitoes . <br /> Best Management Practices ( BMP ) guidelines for stormwater devices , ponds and wetlands are <br /> available . <br />
