- 5 - PA - 2000017 ( GP ) , - 218 ( SU ) , PA- 2200021 (ZR ) & - 070 (WC ) 22 ) Prior to issuance of building permit , the Project shall submit a Letter of Map Revision ( including certified as - built drawings ) to FEMA to remove the Project from the Special Flood Hazard Area . 23 ) This project is subject to the NPDES Region -Wide Permit requirements and shall comply with the following conditions . Prior to release of the grading permit , plans and calculations shall be submitted and approved by the Public Works Department — Water Resources Division ( 209468 - 3605 ) : a ) Treatment : A registered professional engineer shall design the site to treat the 85th percentile storm as defined in the County ' s 2023 Storm Water Quality Control Criteria Plan ( SWQCCP ) . b ) Hydromodification : A registered professional engineer shall design the site to comply with the volume reduction requirement outlined in the County ' s 2023 SWQCCP . c) Trash : A registered professional engineer shall design the site to comply with the trash control requirement outlined in the County ' s 2023 SWQCCP . 24 ) Applicant shall file a Notice of Intent ( NOI ) with the State Water Resources Control Board ( SWRCB ) and comply with the State " General Permit for Storm Water Discharges Associated with Construction Activity " . The Waste Discharge Identification Number (WDID ) , issued by SWRCB , shall be submitted to Public Works prior to release of the grading permit . Contact the SWRCB at ( 916 ) 341 - 5537 for further information . 25 ) Prior to release of the grading permit the applicant shall submit the Storm Water Pollution Prevention Plan ( SWPPP ) to Public Works . A copy of the approved SWPPP and all required records , updates , test results and inspection reports shall be maintained on the construction site and be available for review upon request . 26 ) Prior to release of the building permit , the owner shall enter into an agreement with San Joaquin County for post- construction maintenance of stormwater quality facilities . Informational Notes : ( i . ) The Project shall demonstrate no adverse flooding impacts to neighboring parcels . ( ii . ) All future building permits for projects located within a Special Flood Hazard Area at the time of permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9 , Chapter 9 - 1605 ) and all requirements of the State of California ( CCR Title 23 ) that are in force at the time of permit issuance . As an example , these requirements may include raising the finish floor elevation one foot above the expected flood level and /or using flood resistant materials . Building pads must be designed and constructed 1400t above the post- project BFE . ( iii . ) This property is subject to the requirements of San Joaquin County Mosquito & Vector Control District ( 209 - 982 -4675 ) and the California Health and Safety Code for the prevention of mosquitoes . Best Management Practices ( BMP ) guidelines for stormwater devices , ponds and wetlands are available . ( iv . ) Wastewater shall NOT be allowed into the storm drainage system .
