a-iii) Schools. <br /> The project would increase demands on the Stockton Unified School District for <br /> educational services. Based on student generation rates used in a District analysis, the <br /> project would likely generate approximately 50 students from kindergarten to 6th grade, <br /> 10 students from 71 to 8th grade, and 29 students from 91 to 121 grade (SUSD 2019). <br /> It was determined that the District had zero excess capacity at all grade levels available <br /> for pupils generated by future residential development. This was the justification for <br /> imposing Level II development impact fees on single-family and multifamily <br /> development. The current Level II impact fee is $4.73 per square foot for single-family <br /> development (SUSD 2021). Under State law, the payment of development impact fees is <br /> considered adequate mitigation for residential development impacts on schools. Because <br /> the project would pay development impact fees to the Stockton Unified School District, <br /> project impacts on schools are considered less than significant. <br /> a-iv) Parks. <br /> Impacts on parks and recreational facilities are discussed in more detail in Section 3.16, <br /> Recreation. The conclusion reached in the analysis contained in this section is that project <br /> impacts on park services would be less than significant. <br /> a-v) Other Public Facilities. <br /> The project may increase demand for library services, particularly those provided by the <br /> Maya Angelou Branch Library. It is likely that project residents would patronize this <br /> library branch more than any others, given its proximity to the project site. The San <br /> Joaquin County General Plan EIR states that majority of library service areas would <br /> experience growth in population and housing with implementation of the 2035 General <br /> Plan. Library service areas that would experience the greatest increase in demand for <br /> services would be those in the Stockton area, which would include the Maya Angelou <br /> Branch Library (San Joaquin County 2014). However, it is expected that the branch <br /> library can accommodate additional patrons without the need for new or expanded <br /> facilities. No other public services would be affected such that new or expanded facilities <br /> would be required.
