1.0 INTRODUCTION <br /> 1.1 Project Brief <br /> This document is an Initial Study/Mitigated Negative Declaration (IS/MND) for the Pock <br /> Lane Subdivisions Project (project). The project is located on 2706 and 3009 Pock Lane, <br /> south of the City of Stockton in unincorporated San Joaquin County, California (Figures <br /> 1-1 through 1-5). This IS/MND has been prepared in compliance with the requirements of <br /> the California Environmental Quality Act (CEQA). For the purposes of this CEQA <br /> analysis, San Joaquin County (County) is the Lead Agency for the project. <br /> The project proposes tentative maps for two residential subdivisions on three parcels <br /> totaling approximately 42.3 acres. The proposed 2706 Pock Lane subdivision would <br /> subdivide one parcel into 96 lots for single-family residences. The proposed 3009 Pock <br /> Lane subdivision would subdivide the other two parcels into 108 lots,also for single-family <br /> residences. The installation of streets and other supporting infrastructure is proposed for <br /> both subdivisions. The project would require County approval of two Tentative <br /> Subdivision Maps, one for each proposed subdivision, as well as rezoning the project site <br /> from its current zoning of AU-20, Agriculture-Urban Reserve, to R-L, Low Density <br /> Residential. <br /> 1.2 Purpose of Initial Study <br /> CEQA requires that public agencies document and consider the potential environmental <br /> effects of the agency's actions that meet CEQA's definition of a "project." Briefly <br /> summarized, a "project" is an action that has the potential to result in direct or indirect <br /> physical changes in the environment. A project includes the agency's direct activities as <br /> well as activities that involve public agency approvals or funding. Guidelines for an <br /> agency's implementation of CEQA are found in the"CEQA Guidelines"(Title 14,Chapter <br /> 3 of the California Code of Regulations). <br /> Provided that a project is not exempt from CEQA, the first step in the agency's <br /> consideration of its potential environmental effects is the preparation of an Initial Study. <br /> The purpose of an Initial Study is to determine whether the project would involve <br /> "significant" environmental effects, as defined by CEQA. If the Initial Study does not <br /> identify significant effects, then the agency prepares a Negative Declaration. If the Initial <br /> Study notes significant effects and identifies mitigation measures that would reduce these <br /> significant effects to a level that is less than significant, then the agency prepares a <br /> Mitigated Negative Declaration. If a project would involve significant effects that cannot <br /> be readily mitigated, then the agency must prepare an Environmental Impact Report. The <br /> agency may also decide to proceed directly with the preparation of an Environmental <br /> Impact Report without an Initial Study. <br /> Pock Lane Public Review Draft IS/MND 1-1 May 2022 <br />
