The developer shall implement these <br /> actions prior to the start of construction. <br /> Significance After Miti ag tion: Less than significant <br /> e)Airport Operations. <br /> As noted, the nearest public use airport to the project site is Stockton Metropolitan <br /> Airport, approximately 2.25 miles to the south. The Stockton Metropolitan Airport <br /> ALUCP indicates that the project site is within Land Use Compatibility Zone 7a. Within <br /> Compatibility Zone 7a, the following land uses are prohibited (Coffinan Associates <br /> 2016): <br /> • New or expansion of existing dumps or landfills, other than those consisting <br /> entirely of earth and rock. <br /> • Waterways that create a bird hazard. <br /> • Hazards to flight. <br /> • New dumps and landfills subject to applicable law and implementing advisories. <br /> • Outdoor stadiums. <br /> In addition, airspace review is required for objects greater than 100 feet tall. Unlike other <br /> compatibility zones, Compatibility Zone 7a does not place a limit on the number of <br /> dwelling units per acre. <br /> While the project would be subject to Airport Land Use Commission review, it would not <br /> install any structures greater than 100 feet tall, and the proposed land use would not be <br /> prohibited in Compatibility Zone 7a. Therefore, the project would not conflict with the <br /> intent of the ALUCP, which is to protect and promote the safety and welfare of residents, <br /> businesses, and airport users near the airport. Project impacts related to hazards <br /> associated with airport operations would be less than significant. <br /> f) Emergency Response and Evacuation. <br /> The design of the roads that would serve the proposed project would not inhibit <br /> emergency response from the San Joaquin County Sheriffs Department or the <br /> Montezuma Fire District. While project construction work would mostly occur on the <br /> project site itself, frontage improvements and connection to utility lines would occur <br /> along Pock Lane. Construction work would be temporary and would cease once work is <br /> completed. However, this work has the potential of restricting lanes such that emergency <br /> response or emergency evacuation could be affected, especially since Pock Lane has only <br /> two lanes through the project site. Mitigation presented below would ensure that vehicle <br /> access would be maintained during construction activities within Pock Lane, thereby <br /> reducing impacts to a level that would be less than significant. <br /> Level of Significance: Potentially significant <br /> Pock Lane Public Review Draft IS/MND 3-42 May 2022 <br />
