e) Conflict with Water Quality or Sustainable Groundwater Plans. <br /> As noted in a) above, the project would be subject to the MS4 permit program and the <br /> SWQCCP, which are designed to minimize impacts on water quality. As noted in b) <br /> above, project impacts on groundwater supplies would be less than significant. Cal Water <br /> intends to take an active role in the local and state-wide management of groundwater <br /> resources by fully supporting and participating in the principal edicts of the Sustainable <br /> Groundwater Management Act (Cal Water 2021). Because of this, the project is not <br /> expected to affect implementation of the Groundwater Sustainability Plan for the Eastern <br /> San Joaquin Subbasin nor hinder the attainment of its objectives. The project would have <br /> no impact related to conflict with water quality or groundwater management plans. <br /> 3.11 LAND USE AND PLANNING <br /> Less Than <br /> Significant <br /> Would the project: Potentially with Less Than <br /> Significant Mitigation Significant <br /> Impact Incorporated Impact No Impact <br /> a)Physically divide an established community? <br /> b)Cause a significant environmental impact due to a conflict <br /> with any land use plan,policy,or regulation adopted for the <br /> purpose of avoiding or mitigating an environmental effect? <br /> NARRATIVE DISCUSSION <br /> Environmental Setting <br /> Existing Land Uses and Regulations <br /> The project site is within the Kennedy Census Designated Place (CDP), an <br /> unincorporated County area adjacent to and southeast of the City of Stockton consisting <br /> of 888 parcels totaling approximately 774 acres (San Joaquin LAFCo 2020). The <br /> Kennedy CDP contains a mix of urban and rural land uses. Under the provisions of SB <br /> 244, the Kennedy CDP has been identified as a "disadvantaged unincorporated <br /> community," which is a community in which the median household income is 80 percent <br /> or less than the statewide median household income (San Joaquin LAFCo 2020). <br /> As noted in Section 3.2, Agriculture and Forestry Resources, the project site had been <br /> previously used for agricultural production. The project site is currently vacant, except <br /> for a rural residence located on the 2706 Pock Lane site. Adjacent to and north of the <br /> 3009 Pock Lane site is Kennedy Park and Community Center, which is also located west <br /> of the 2706 Pock Lane site across Pock Lane. Vacant land is to the east and south of the <br /> 3009 Pock Lane site, except for a radio station to the south.
