noise ordinance,or applicable standards of other agencies? <br /> b)Generation of excessive groundborne vibration or <br /> groundborne noise levels? <br /> c)For a project located within the vicinity of a private <br /> airstrip or an airport land use plan or,where such a plan has <br /> not been adopted,within two miles of a public airport or <br /> public use airport,would the project expose people residing <br /> or working in the project area to excessive noise levels? <br /> NARRATIVE DISCUSSION <br /> Environmental Setting <br /> Assessment of noise impacts focuses on the "ambient" noise level, which is the general <br /> noise level in a project area. The project site is in an area that is predominantly vacant <br /> land but close to urban development. The predominant noise source in the area is traffic <br /> on Pock Lane. Data from the Stockton General Plan 2040 EIR indicate that noise levels <br /> on segments at the northern end and near the southern end of Pock Lane range from 62.5 <br /> decibels (dB) to 63.9 dB at 50 feet from the road centerline (City of Stockton 2018). <br /> Another potential noise source is the light industrial area east of the 2706 Pock Lane site. <br /> Noise data for this source are not available. <br /> San Joaquin County Code Chapter 9-1025.9 sets standards for maximum allowable <br /> exposure to noise from transportation sources, as determined at outdoor activity areas and <br /> indoor areas. County noise standards use the Day-Night Average Level (Ldn), which <br /> equates variable noise levels in the local environment to the same total sound energy <br /> being produced over a given period. Then a +10-dB weighting is applied to noise <br /> occurring between 10:00 p.m. and 7:00 a.m., on the assumption that people react to <br /> nighttime noise exposures as though they were twice as loud as daytime exposures. <br /> Under County Code Chapter 9-1025.9, outdoor activity areas within residential land uses <br /> shall not be exposed to noise from transportation sources that exceeds 65 dB Ldn, and <br /> noise levels in interior residential spaces shall not exceed 45 dB Ldn. <br /> Environmental Impacts and Mitigation Measures <br /> a) Exposure to Noise Exceeding Local Standards. <br /> Project construction activities would generate a temporary increase in noise levels. As <br /> indicated in Table 3-5, activities involved in construction would generate maximum noise <br /> levels ranging from 76 to 90 A-weighted decibels (dBA) at 50 feet. For this project, <br /> construction equipment expected to be used include backhoes, dozers, dump trucks, <br /> excavators, and pavers. <br /> Construction noise would be temporary and would cease once work is completed.
