NARRATIVE DISCUSSION Environmental Setting Assessment of noise impacts focuses on the "ambient" noise level, which is the general noise level in a project area. The project site is in an area that is predominantly vacant land but close to urban development. The predominant noise source in the area is traffic on Pock Lane. Data from the Stockton General Plan 2040 EIR indicate that noise levels on segments at the northern end and near the southern end of Pock Lane range from 62.5 decibels (dB) to 63.9 dB at 50 feet from the road centerline (City of Stockton 2018). Another potential noise source is the light industrial area east of the 2706 Pock Lane site. Noise data for this source are not available. San Joaquin County Code Chapter 9-1025.9 sets standards for maximum allowable exposure to noise from transportation sources, as determined at outdoor activity areas and indoor areas. County noise standards use the Day-Night Average Level (Ldn), which equates variable noise levels in the local environment to the same total sound energy being produced over a given period. Then a +10-dB weighting is applied to noise occurring between 10:00 p.m. and 7:00 a.m., on the assumption that people react to nighttime noise exposures as though they were twice as loud as daytime exposures. Under County Code Chapter 9-1025.9, outdoor activity areas within residential land uses shall not be exposed to noise from transportation sources that exceeds 65 dB Ldn, and noise levels in interior residential spaces shall not exceed 45 dB Ldn. Environmental Impacts and Mitigation Measures a) Exposure to Noise Exceeding Local Standards. Project construction activities would generate a temporary increase in noise levels. As indicated in Table 3-5, activities involved in construction would generate maximum noise levels ranging from 76 to 90 A-weighted decibels (dBA) at 50 feet. For this project, construction equipment expected to be used include backhoes, dozers, dump trucks, excavators, and pavers. Construction noise would be temporary and would cease once work is completed. In addition, County Code Chapter 9-1025.9 exempts noise sources associated with construction from regulation, provided such activities do not take place before 6:00 a.m. Pock Lane Public Review Draft IS/MND 3-53 May 2022
