Based on the information presented above, the project is not expected to induce any
substantial population growth that is not otherwise planned for by the County or the City
of Stockton. Project impacts related to unplanned population growth would be less than
significant.
b) Displacement of Housing and People.
There are no existing residences on either of the two project sites. Therefore, the project
would not displace housing or people. While there are nearby residences, these would not
be physically impacted by the project, as they would be outside the project site. The
project would have no impact related to displacement.
3.15 PUBLIC SERVICES
a)Would the project result in substantial adverse physical
impacts associated with the provision of new or physically
altered governmental facilities, need for new or physically
altered governmental facilities, the construction of which Less Than
could cause significant environmental impacts,in order to significant
maintain acceptable service ratios, response times or other Potentially with Less Than
performance objectives for any of the public services: significant Mitigation significant
Impact Incorporated Impact No Impact
i)Fire protection?
ii)Police protection?
iii)Schools?
iv)Parks?
v)Other public facilities?
NARRATIVE DISCUSSION
Environmental Setting
The project site is within the Montezuma Fire District, which provides fire protection,
suppression and prevention; hazardous materials-related services; and basic emergency
medical service to a service area of approximately 10 square miles within San Joaquin
County unincorporated area, mostly adjacent to and southeast of Stockton. The Stockton
Metropolitan Airport is also within its service area. The Montezuma Fire District has two
stations: Station 181 at 2405 South B Street approximately one-half mile west of the
project site, and Station 182 at the Stockton Metropolitan Airport (City of Stockton
2018). A 2011 Municipal Service Review of rural fire districts stated that the Montezuma
Fire District stations are in good condition, and response times to emergency calls are
better than the average response time of other rural fire districts in San Joaquin County
(San Joaquin LAFCo 2011).
Pock Lane Public Review Draft IS/MND 3-57 May 2022
