The proposed project is a "project" as defined by CEQA and is not exempt from CEQA <br />consideration. The County has determined that the project may have significant <br />environmental effects and therefore requires preparation of an Initial Study. This Initial <br />Study describes the proposed project and its environmental setting, discusses the potential <br />environmental effects of the project, and identifies feasible mitigation measures that would <br />avoid or eliminate significant environmental effects or reduce them to a level that would <br />be less than significant. The Initial Study considers the project's potential for significant <br />environmental effects in the following subject areas: <br />• Aesthetics <br />• Agricultural Resources <br />• Air Quality <br />• Biological Resources <br />• Cultural Resources <br />• Energy <br />• Geology and Soils <br />• Greenhouse Gas Emissions <br />• Hazards and Hazardous <br />Materials <br />• Hydrology and Water Quality <br />• Land Use and Planning <br />• Mineral Resources <br />• Noise <br />• Population and Housing <br />• Public Services <br />• Recreation <br />• Transportation/Traffic <br />• Tribal Cultural Resources <br />• Utilities and Service Systems <br />• Wildfire <br />• Mandatory Findings of <br />Significance (including <br />cumulative impacts) <br />This Initial Study concludes that the project would have potentially significant <br />environmental effects, all of which would be avoided or reduced to a level that would be <br />less than significant with recommended mitigation measures. The project applicant has <br />accepted all the recommended mitigation measures. As a result, the County has prepared a <br />Mitigated Negative Declaration and has issued a Notice of Intent to adopt the IS/MND for <br />the project. <br />1.3 Project Background <br />The project site is within an unincorporated area of San Joaquin County southeast of <br />Stockton identified as the Kennedy community. The Kennedy community has 888 parcels <br />totaling approximately 774 acres (City of Stockton 2020). It consists of a mix of residential, <br />commercial, industrial, agricultural, and institutional land uses, along with large parcels of <br />vacant land. The project site currently consists of vacant land, other than two single-family <br />residences, one adjacent to each of the proposed subdivision sites. The Kennedy <br />community is bounded on its north, west, and south sides by the City of Stockton. <br />The project site is currently zoned by the County as AU -20, Agriculture -Urban Reserve, <br />20 -acre minimum. The Agriculture -Urban Reserve zone is intended to retain in agriculture <br />those areas planned for future urban development in order to facilitate compact, orderly <br />urban development and to assure the proper timing and economical provision of services <br />and utilities. The Stockton General Plan 2040, adopted in 2018, has designated the project <br />Pock Lane Public Review Draft IS/MND 1-2 May 2022 <br />
