Box 1810 <br /> Stockton, CA 95201 <br /> REVIEW OF EVALUATION MONITORING PLAN ALTERNATIVE, HARNEY LANE <br /> LANDFILL, SAN JOAQUIN COUNTY <br /> The Central Valley Regional Water'Quality Control Board (Central Valley Water Board) staff <br /> has reviewed the Evaluation Monitoring Plan (EMP) Alternative prepared by San Joaquin <br /> County Public Works (Discharger) for the Harney Lane Landfill. The EMP was prepared in <br /> response to the 11 May 2009 letter from staff requiring the Discharger initiate evaluation <br /> monitoring in response to a "measurably significant' release confirmed at well MW-4. <br /> Actions taken by the Discharger in response to the 11 May 2009 letter included collection of <br /> groundwater samples from multiple domestic supply wells surrounding the Harney Lane <br /> Landfill, and the proposal to install four additional landfill gas (LFG) extraction wells to <br /> enhance the gas systems capture of LFG in the vicinity of wells MW-2 and MW-4. <br /> Chemical analyses of the domestic supply wells sampled indicates that volatile organic <br /> compounds (VOCs) do not appear to be affecting groundwater collected from these supply <br /> wells at this time. To complete the supply well study, the Discharger has agreed to collect an <br /> additional groundwater sample from the Migrant Labor Housing facility at the request of staff. <br /> Furthermore, in lieu of performing an off-site investigation to delineate the nature and extent of <br /> the VOCs detected in wells MW-2 and MW-4, staff concurs with the proposal to increase <br /> corrective action in the vicinity of these wells at this time. The VOCs detected in groundwater <br /> are likely a result of LFG partitioning into groundwater and staff agrees that enhancing the <br /> corrective action would be the most beneficial and cost effective method to control LFG and <br /> the VOCs detected. The Discharger has presented a tentative schedule, which they will <br /> provide a status update by November 2009. <br /> Staff requests the Discharger present in tabular form the domestic supply well data for all the <br /> wells sampled, including the Migrant Labor Housing facility. Also, staff requests the <br /> Discharger perform a search of wells at the Department of Water Resources for the boring <br /> logs of the domestic wells sampled so that a correlation between these wells and on-site <br /> monitoring wells can be made. Groundwater collected from the domestic wells is likely from <br /> lower water bearing zones and if so, not comparable to affected groundwater of the upper <br /> water bearing zone monitored at the Harney Lane Landfill.
