3.2 WORK SITE SAFETY <br /> The work includes excavation of refuse or contact with refuse. Potential <br /> hazards due to the presence of buried refuse are: <br /> A. REFUSE <br /> HLSL contains household refuse, demolition debris, tree trimmings, and <br /> miscellaneous refuse. To the best knowledge of SWD, hazardous <br /> materials have not been disposed at the site. Unidentified drums may <br /> be present in the refuse at HLSL. If drums are removed during drilling, <br /> the area will be cordoned off and EHD officers notified. The area will be <br /> flagged and excluded from the work zone until the drum can be <br /> characterized. <br /> B. LANDFILL GAS(LFG) <br /> When buried in a landfill, refuse and other organic material produces <br /> LFG, which is approximately 50 percent methane by volume and may <br /> contain other contaminants. The lower explosive limit of methane is <br /> 5 percent by volume. <br /> Potential hazards of LFG are <br /> • Fire <br /> • Explosion <br /> • Asphyxiation <br /> Potential hazards associated with LFG are due to: <br /> • Oxygen defiance in the landfill gas <br /> • Combustible characteristics of landfill gas <br /> • Potential for hydrogen sulfide in LFG <br /> 3.3 SAFETY PROCEDURES <br /> • OSHA safety rules and regulations will be followed fully and completely <br /> during this project.
