3.0 HEALTH AND SAFETY PLAN
3.1 RESPONSIBILITY FOR SAFETY
The Contractor will be required to ensure that work procedures meet all
applicable safety requirements. The Contractor is solely and wholly
responsible for the safety of his workers during this project. The Contrator
will conduct a safety meeting at the start of this project.
Proof of general liability and worker's compensation insurance will be
required from the Contractor before start of the project.
3.2 WORK SITE SAFETY
The work includes excavation of refuse or contact with refuse. Potential
hazards due to the presence of buried refuse are:
A. REFUSE
HLSL contains household refuse, demolition debris, tree trimmings, and
miscellaneous refuse. To the best knowledge of SWD, hazardous
materials have not been disposed at the site. Unidentified drums may
be present in the refuse at HLSL. If drums are removed during drilling,
the area will be cordoned off and EHD officers notified. The area will be
flagged and excluded from the work zone until the drum can be
characterized.
B. LANDFILL GAS (LFG)
When buried in a landfill, refuse and other organic material produces
LFG, which is approximately 50 percent methane by volume and may
contain other contaminants. The lower explosive limit of methane is
5 percent by volume.
Potential hazards of LFG are
• Fire
• Explosion
• Asphyxiation
Potential hazards associated with LFG are due to:
• Oxygen defiance in the landfill gas
• Combustible characteristics of landfill gas
• Potential for hydrogen sulfide in LFG
Work Plan—Dual LFG Extraction Well Installation San Joaquin County
Harney Lane Sanitary Landfill Public Works Department
Revised 10-30-09 4 Solid Waste Division
