CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 11020 Sun Center Drive, #200, Rancho Cordova, California 95670-6114 <br /> TICE OF PUBLIC HEARING <br /> concerning <br /> TENTATIVE REVISED WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> POST-CLOSURE MAINTENANCE AND CORRECTIVE ACTION <br /> SAN JOAQUIN COUNTY DEPARTMENT OF PUBLIC WORKS <br /> HARNEY LANE LANDFILL' <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The Harney Lane Landfill is a 112-acre closed landfill approximately six miles east of Lodi. <br /> The unlined landfill operated from 1948 to 1991, accepting primarily household wastes. In <br /> 1994, the landfill was closed (i.e., capped and graded) with a low permeability clay cover, as . <br /> required under California Code of Regulations (CCR), title 27. Closure was also intended as a <br /> corrective action to address volatile organic compounds (VOCs) and elevated general <br /> minerals groundwater impacts from the landfill. A landfill gas (LFG) extraction system was <br /> installed at the site in 1996 as an additional corrective action measure. <br /> Two VOCs, tetrachloroethene (PCE, 0.5 pg/L) and benzene (0.7 pg/L), remain above water <br /> quality goals, but are below Drinking Water Standard maximum contaminant levels (MCLs). <br /> Elevated concentrations of general minerals, including chloride (120 mg/L) and total dissolved <br /> solids (TDS, 610 mg/L) also continue to be detected in groundwater. Surface drainage at the <br /> site is to South Paddy Creek, tributary to the San Joaquin River. <br /> The proposed WDRs prescribe updated requirements for postclosure maintenance and <br /> corrective action monitoring. The monitoring and reporting program requires semiannual <br /> groundwater monitoring for most parameters.
