This letter'provides <br /> Regional Water Board staffs response to your comments, which included the following <br /> two letters transmitted by email <br /> • 20 February 2009 letter, Notice Regarding Tentative Revised Waste Discharge <br /> Requirements, Harney Lane Sanitary Landfill <br /> • 23 February 2009 letter, Tentative Revised Waste Discharge Requirements <br /> Technical Issues, Harney Lane Sanitary Landfill <br /> Your comments are addressed below in the order in which they were raised in the above - <br /> letters. <br /> 20 February 2009 letter (Tentative WDR Transmittal Letter) <br /> 1. Groundwater Quality Trends <br /> a. Excerpt From Comment <br /> The first sentence of the second paragraph includes a statement that data since landfill <br /> closure has not indicated any clear decline in groundwater impacts. I respectfully <br /> submit that the groundwater data supports a different conclusion. . . since 2006 and <br /> through January 2009, groundwater monitoring data indicates that these compounds <br /> have been eliminated from the groundwater one at a time, as follows: <br /> - 1, 2-Dichloropropane was last reported in 2006 <br /> - Dichlorodifluoromethane was last reported in the fourth quarter 2007 <br /> - Tetrachloroethene (PCE) was last reported in the second quarter 2008 <br /> Other VOCs are occasionally and sporadically reported in this and other wells due to <br /> laboratory contamination. These compounds are not found in retests and are therefore <br /> known not to indicate groundwater impact. <br /> b. Response —The monitoring data shows that for at least three years (i.e., from <br /> July 2004 to July 2007), the concentration of PCE detected in well MW-2 <br /> averaged about 1.9 ppb. Other VOCs were also detected well above trace <br /> concentrations during this period with no declining trends evident.
