Union St.,Stockton CA, (APN 15112003)Complaint ID: <br /> C00031980 <br /> The San Joaquin County Environmental Health Department(EHD)was notified on May 3,2010 by <br /> Guillermo Reyes with the Stockton Fire Department that a transformer oil spill occurred at the above <br /> address on May 3, 2010. Ray von Flue of the EHD investigated the spill site on May 4,2010. An <br /> electrical transformer located on a pole between the street and the sidewalk over pressurized and released <br /> approximately 5 -30 gallons of transformer oil onto the asphalt street,concrete gutter and soil underneath <br /> the transformer. Clean up efforts were conducted by PG&E hiring a contractor and excavating <br /> approximately six inches of soil and absorbing the oil on the street and gutter. The transformer oil was <br /> sampled and determined to be thirty-five parts per million of PCB,per R. Alex Steele. Upon inspecting <br /> the site Mr. von Flue noted some oil staining that remained and the concrete gutter was severely cracked <br /> with soil being exposed. Confirmation sampling was conducted by P.G. &E. and the soil in the gutter was <br /> found to be eight parts per million. Further investigation is needed to confirm that transformer oil was not <br /> released to the soil underneath the gutter. <br /> Violation: .Since the concentration of PCB transformer oil is greater than the detection limit,work clean <br /> up is required. Please be advised that disposal of hazardous waste at an unauthorized point is a <br /> violation of Health and Safety Code§25189.5. <br /> Corrective Action: As the transformer oil spill was not abated as part of emergency response <br /> actions,the EHD is referring the oversight of the investigation and cleanup to the Department of <br /> Toxic Substances Control(DTSC)and the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB). Please contact Tim Miles of DTSC at(916)255-3710 to determine proper oversight. <br /> A"Notification of Hazardous Waste Discharge"report was filed on May 4, 2010 with the DTSC and the <br /> CVRWQCB pursuant to Health and Safety Code§25180.7. The site was also placed on the list of <br /> hazardous waste contaminated sites in San Joaquin County that is maintained by the EHD. <br />
