Training <br />records on current personnel shall be kept until closure of the <br />facility and for former employees the record shall be kept for at <br />least three years from the date the employee last worked at the <br />facility. The records shall include the following: the job title for <br />each position at the facility related to hazardous waste management, <br />and the name of the employee filling each job; a written job <br />description for each position, duties of facility personnel assigned <br />to each position, and a written description of the type and amount of <br />both introductory and continuing training that will be given to each <br />person filling a position. <br />Violation Notes: <br />Returned to compliance on 08/05/2020. OBSERVATION: The business <br />operator could not produce documentation during the inspection that <br />demonstrates employees have complete hazardous waste training as <br />specified in this section. Job titles, description of duties for each <br />title and the training required for each job title were not available <br />for review at the time of the inspection. REGULATION: (a) An owner or <br />operator of a facility that generates hazardous waste shall ensure <br />that facility personnel successfully complete a training program <br />through classroom, computer-based, or electronic instruction or <br />on-the-job training that teaches facility personnel to perform their <br />duties in a way that ensures the facility's compliance with the <br />requirements of this chapter. (1) The owner or operator shall ensure <br />that the training program includes all the elements specified in this <br />section. OBSERVATION: Hazardous waste <br />containers were observed on-site with incomplete labeling. The <br />containers were: -2 black metal 55 gallon drums of waste diesel were <br />observed in the hazardous waste storage area without the words <br />"Hazardous Waste", generator name and address, accumulation start <br />date, physical state and hazardous properties. -1 black metal 55 <br />gallon drum of oily solids was observed in the shop without an <br />accumulation start date. This was corrected on site. Accumulation <br />start date was determined by generator knowledge. -1 white plastic 5 <br />gallon bucket of metal fines was observed in the shop without an <br />accumulation start date.
