OBSERVATION: Hazardous waste <br />containers were observed on-site with incomplete labeling. The <br />containers were: -2 black metal 55 gallon drums of waste diesel were <br />observed in the hazardous waste storage area without the words <br />"Hazardous Waste", generator name and address, accumulation start <br />date, physical state and hazardous properties. -1 black metal 55 <br />gallon drum of oily solids was observed in the shop without an <br />accumulation start date. This was corrected on site. Accumulation <br />start date was determined by generator knowledge. -1 white plastic 5 <br />gallon bucket of metal fines was observed in the shop without an <br />accumulation start date. This was corrected on site. Accumulation <br />start date was determined by generator knowledge. The 55 gallon oil drums were not <br />located to prevent a discharge. The 55 gallon drums in the storage <br />shed west of the shop were observed with no secondary containment. <br />According to the SPCC Plan, these drums are maintained inside the <br />catch pan with the tanks. However, one or more catch pans has been <br />removed, and sufficient containment was not available for drums in the <br />existing catch pan. Portable oil storage containers must be positioned <br />or located to prevent a discharge and shall be furnished with a <br />secondary means of containment sufficient to contain the capacity of <br />the largest single container with sufficient freeboard to contain <br />precipitation.
