R5-2005-0827
I reviewed the Ozone Injection— Bench Scale and Injection Pilot Study/Monitoring Well
Installation — Work Plan (Workplan) submitted electronically in an email on 6 January 2006 on
your behalf by Advanced Geo Environmental, Inc. (AGE). The Workplan was submitted per
my 22 November 2005 letter request for interim groundwater remediation. The currently
operating Soil Vapor Extraction (SVE) system was also approved and implemented as an
interim remediation for soil remediation of the Underground Storage Tanks (USTs) source
area. The Warkplan proposes the following lacks:
• Collection of soil and groundwater samples prior to conducting an In-situ Chemical
Oxidation (ISCO) Bench Scale Test (BST), to evaluate the Ozone remedial technology
for removal of the dissolved phase petroleum hydrocarbons, prior to conducting
• An Ozone Pilot Study (OPS) utilizing 18 injection wells to target the shallow through
deep hydrogeological units (HUs) from approximately 50 to 150 feet below ground
surface (ft bgs), and
• The installation of at least 3, and up to 6, additional deep (200 ft bgs) groundwater
monitoring wells to complete the characterization of the groundwater plume.
I also reviewed the Quarterly Report- First Quarter 2006 (Report) received 11 May 2006 and
submitted on your behalf by AGE. The Report documents the quarterly groundwater and
monthly remediation system monitoring conducted in accordance with Regional Board
Monitoring and Reporting Program (MRP) No. R5-2005-0827. The Report states that
maximum groundwater concentrations from monitoring conducted during March 2006 were:
Total Petroleum Hydrocarbons (TPH) as Gasoline (TPHg), 75,000 pg/L; TPH as diesel
(TPHd), 87,000 pg/L; Benzene, 19,000 pg/L; Toluene, 14,000 pg/L; Ethylbenzene, 2,500 pg/L;
Xylenes, 14,300 pg/L; 1,2-DCA, 670 pg/L; and TAME, 15 pg/L. Analytical results from USTs
source area monitoring well MW-36 (HU6, screened 145 to 150 ft bgs) reported 87 pg/L for
1,2-DCA. TPHg was detected in HU 4 at 100 ft bgs at concentrations up to 300 pg/L. The
deepest USTs source area monitoring wells were non-detect for all constituents of concern
(MW-35, HU 8 screened 243 to 248 ft bgs; and MW-37, HU 7 screened 195 to 200 ft bgs).
The SVE system operated for 1,130 hours (turned off 44 days without explanation) and
removed 47 gallons of TPHg as vapor from 28 December 2005 through 21 March 2006.
California Environmental Protection Agency
