Ms. Kerry Heckman - 2 - 22 November 2005
will not completely address the issue of an expanding groundwater plume. Please provide a
Workplan for interim groundwater remediation, with an implementation schedule, by
3 January 2006. Also include a plan for installing additional deep monitoring wells if 1,2-DCA
groundwater concentrations in the new wells do not show a significant decline after the next two
quarters of groundwater monitoring (4th quarter of 2005 and 1St quarter of 2006).
2. The Monitoring Well Field Logs (Logs) for MW-12, MW-15 and MW-16 are not included in the
Report. Future reports need to include Logs for all wells, with the explanations noted if
problems occurred with sampling or accessing the wells.
3. The previous quarter's Log stated that free product(0.25 inch thickness) was observed in the
bailer, that MW-16 was not sampled, and there are no notes in the Log or that report stating free
product was removed from the well. The Monitoring and Reporting program R5-2005-0827
specifies: "...If present, monitoring wells with free phase petroleum (free)product or visible
sheen shall be monitored for product thickness and depth to water only, and bailed to remove
free product. A sample offree product (ifpresent) must be collected at least once and analyzed
for classification of product and to obtain a chromatograph for comparison to dissolved
hydrocarbons detected in other wells. The volume of extracted groundwater and petroleum
product(if present) shall be provided in quarterly monitoring reports...."
4. Also, please work with your Connell Tire employees to ensure that all wells are accessible to
your consultant for quarterly monitoring.
By 3 January 2006, please submit the Workplan as described above. If you have any questions, you
may contact me at(916)464-4615 or jjbbarton@waterboards.ca.gov.
James L.L.
