r
k'q KLEINFELDER
1u rny.lu.rr.n,nrrl unp.un
File: C20-3978-03
April 29, 2002
Mr. Bing Kirk
AKF Development, LLC
1132 Norman Drive
Manteca, California 95336
Subject: Proposal
Additional Soil and Groundwater Investigation
Tradeway Chevrolet
1460 East Yosemite Avenue
Manteca, California 95336
Dear Mr. Kirk:
Thank you for the opportunity to submit this proposal to AKF Development for an additional soil and
groundwater investigation at the above-referenced site. This proposal was written based on our review of
your data package dated April 23, 2002, which contained the July 14, 1999 Advanced GeoEnvironmental,
Inc. report for the subject site. As we discussed with you, that report is not a Phase I Environmental Site
Assessment. Rather, it was a Preliminary Site Investigation Report that documents known soil and
groundwater associated with the hydraulic Lifts at the site. That report also makes specific
recommendations for the site. It is unknown if those recommendations were followed by Tradewav
Chevrolet. Prior to Klein elder commencing the proposed work, AKF Development should s eci scall
ask Tradewav Cheyrole if that Lr!In other environmental work was done and obtain a revised Fi re 2
for the report that has the probe locations labeled. Additionally. AKF Development should consider the
completion of a Pa Phase I Environmental Site AssessmentESA or the site. An ESA would provide the
opportunity to identi other potential environmental concerns regardin— the propeM. A proposals an
ESA could be submitted to you on request.
Please review the enclosed scope of work , client responsibilities and assumptions (Attachment A),
Typical Kleinfelder's Field Protocol (Attachment B), and the cost estimate (Attachment C) for the
proposed Additional Soil and Groundwater Investigation.
In order to proceed with the assessment tasks in a timely manner,we have enclosed a Work Requisition to
perform the work in accordance with the terms and conditions of the existing agreement between our two
companies. If the proposed work is acceptable to you,we can begin work as soon as we receive a copy of
your right of entry agreement for the investigation, and both signed requisitions. We would, of course,
have to approve any requested changes before proceeding. We will return a fully executed requisition to
you for your files.
C20-3978-03.MTG/2002P134 Page i of ii
Copyright 2002,Kleinfelder,Inc.
