Manteca Road, Manteca, San <br />Joaquin County, California (Global ID SLT5S4823431) <br />Dear Mr & Mrs. Martin, <br />Recent changes in funding due to Senate Bill SB 445, has allowed Central Valley <br />Regional Water Board (Central Valley Water Board) staff to review cases based on the <br />potential risk to human health and the environment. Central Valley Water Board staff <br />have reviewed the case file for the Tri-Ag Service, Inc. site (Tri-Ag) located at 20696 S. <br />Manteca Road in Manteca (Site). The review has revealed that there is the potential for <br />individuals to be exposed to chemicals associated with prior uses of the property. This <br />correspondence is being sent to you as the current property owners for the above <br />referenced Site. <br />Between 1946 and 1982, Schmiedt Soil Service primarily provided a fumigation service <br />from a 5- acre parcel that was surrounded by farmland. Fumigants included 1,2- <br />dibromo-3-chloropropane (DBCP), 1,2-dibromoethane (EDB), and Telone II. Schmiedt <br />Soil Service also provided fertilizers and pesticides to farmers. Between 1982 and 2001, <br />Tri-Ag Service primarily operated a fertilizer service on 1.5 acres of this property and <br />also provided fumigants and pesticides. <br />In about 2002, the surrounding agricultural area was subdivided into residential <br />developments. In 2003, an assessment was conducted on 1.5 acres of the 5-acre <br />property. Eight soil samples and one round of groundwater samples were taken from <br />three monitoring wells, as described in the report prepared by Kleinfelder titled Limited <br />Soil and Groundwater Investigation Report and dated February 13, 2004. The results <br />showed elevated nitrogen concentrations in soil. DDT, Dieldrin, and Oryzalin were <br />detected in some soil samples as well. Groundwater sampling demonstrated that all <br />monitoring wells as well as the domestic well had nitrate above the maximum <br />contaminant level (MCL) for drinking water. Additionally, the domestic well contained 4 <br />micrograms per Liter (pg/L) of 1,2,3-trichloropropane (1,2,3-TCP), and 49 pg/L of 1,2- <br />dichloropropane (1,2-DCP). <br />KARL E.
