Although the Letter <br />is dated 18 August, Regional Board staff did not receive it until 29 August. The Letter addresses <br />comments sent to you by the Regional Board on 9 July 2003, on behalf of the Regional Board <br />and the Department of Toxic Substances Control (DTSC). <br />Regional Board and DTSC staff concur that the responses in the Letter are satisfactory. <br />However, the Letter refers to sample results provided in the "City of Manteca, South Manteca <br />DR." This reference information should be provided. Regional Board and DTSC staff will not <br />request sampling for the additional 3.5 acres not covered by the proposed investigation based on <br />the assertion in the Letter that no operations or releases occurred in this area. Furthermore, <br />information is needed on the total depth of the sump on the eastern side of the concrete wash out <br />pad to verify that a three-foot sample in this area is sufficient to determine whether a release <br />occurred. Regional Board and DTSC staff suggest a sample collected directly below the sump, if <br />possible. Lastly, the three proposed monitoring wells are not co-located to areas of potential <br />concern. We understand that the purpose of these wells is to determine groundwater flow <br />direction and gradient, but locations closer to areas of concern may be prudent if additional <br />investigations are requested. <br />By 12 December 2003, please submit an investigation report detailing field activities and <br />sampling results and including field logs, sampling results from the "City of Manteca, South <br />Manteca ER," and recommendations based on all sampling results. Information regarding the <br />depth of the sump should be provided in the investigation report along with a discussion of how <br />the samples collected were appropriate to evaluate whether a release occurred in the area or from <br />the sump. The investigation report should be prepared in general accordance with the attached <br />California Environmental Protection Agency <br />C5 Recycled Paper <br />The energy challenge facing California is real.
