Box 291 <br />Manteca, CA 95336 <br />REVIEW OF WORK PLAN, SCHMIEDT SOIL SERVICE, MANTECA, SAN JOAQUIN <br />COUNTY <br />We have reviewed the 17 January 2003 Revised Work Plan for the Schmiedt Property (Work <br />Plan) submitted by Kleinfelder on behalf of Ms. Frances Schmiedt for the former Schmiedt Soil <br />Service Incorporated and Tri-Ag Services, Incorporated (Tri-Ag) at 20696 South Main Street in <br />Manteca (site). The Work Plan proposes to conduct two phases of work. The first phase of work <br />includes reviewing regulatory agency and other records, obtaining historical records, doing a site <br />reconnaissance, and submitting the findings in a report. Based on the findings and approval of <br />recommendations, the Work Plan proposes the second phase of work to include getting <br />applicable permits for soil and groundwater sampling, performing sampling, and reporting the <br />results. The Department of Toxic Substances Control (DTSC) has also reviewed the Work Plan, <br />and its comments are included. <br />The following comments are specific to the first phase of proposed work: <br />In Section 2.0, the Work Plan references that neither party involved with Tri-Ag has been <br />contacted, although attempts have been made. The parties involved with Tri-Ag should <br />be contacted during the field activities to help identify areas where soils may be <br />contaminated by previous site activities. Additionally, information on the operational <br />history and changes in the property boundary can probably be obtained from these parties. <br />Contacting these personnel can provide valuable information that will be useful during <br />scoping of the Phase II soil and groundwater investigation. <br />In Task 2.0, the Work Plan references that interviews will be limited to a maximum of <br />two key personnel.
