Box 291 <br />Manteca, CA 95336 <br />REQUEST FOR A WORK PLAN TO INVESTIGATE SOIL AND GROUNDWATER, <br />SCH1VIIEDT SOIL SERVICE, MANTECA, SAN JOAQUIN COUNTY <br />We recently received information from Ms. Malma Nicholson, who sent us copies of the following <br />reports that contain information about Schmiedt Soil Service Incorporated (Schmiedt) and Tri-Ag <br />Services, Incorporated, land owner and former facility operators at the property at 2096 South Main <br />Street in Manteca (site): <br />March 1988 Preliminary Assessment (PA) submitted by the Department of Toxic Substances <br />Control; <br />19 July 1988 Review of the Preliminary Assessment of Schmiedt Soil Service, Incorporated (PA <br />Review) submitted by ICF Technology Inc., <br />23 September 1993 Site Inspection (Site Inspection Report) submitted by Bechtel Environmental, <br />Inc.; and <br />Final Environmental Impact Report (EIR) submitted by WPM Planning Team, Inc. <br />These reports discuss the Schmiedt's ownership and operations at the site. Mr. Lester Schmiedt has <br />owned the site since the early 1940s and the site was first developed in 1946. In the late 1970s, Lester <br />Schmiedt sold the business, but not the property, to his son, Mr. Alan Schmiedt. In 1982, the business <br />was sold to Mr. Dave Mathews and Mr. William Clark, and Tri-Ag began operations at the site. Tri-Ag <br />is a company that provides chemical and fertilizer application services. According to these reports, the <br />site occupies one and one-half acres (although it use to be five acres), is mostly unpaved, and consists of <br />an office building, shop building, a residence, fertilizer and fuel tanks, a pesticide storage container, <br />drums, a rinsate pad, a rinsewater storage tank, a truck-fueling pad, a drinking water well, and field <br />application equipment. There are six water supply wells within a one-mile radius of the site. Two of <br />these wells were listed as private domestic use and the other four are listed as irrigation use. The closest <br />public drinking water well to the site is City of Manteca Well 13, which was taken out of service due to <br />elevated fumigant concentrations. Prior to 1982, there is no information on the types, quantities, or <br />disposal practices associated with any hazardous wastes produced by Schmiedt. <br />California Environmental Protection Agency <br />%4 Recycled Paper <br />The energy challenge facing California is real.
