1.10 REMEDIAL ACTIONS <br />During redevelopment of Parcel 3 in 2004, soil was excavated and removed as a result of <br />TPH and Pb contaminated soil. Excavation of TPH contaminated soil was initiated on 23 July <br />2004. The excavation measured approximately 75 feet wide at the top to a width of twenty (20) <br />feet, down to a depth of 20 feet bgs. Approximately 8,000 cubic yards of contaminated soil was <br />excavated and removed from Parcel 3, in a manner fully complying with the required state and <br />federal regulations for such disposals. <br />The "Excavation stopped along the western sidewall because further excavation in this <br />direction would have threatened the structural integrity of the compacted engineered fill material <br />(compacted prior to excavation activities). Excavation was ceased to the east because results of <br />laboratory analysis of sidewall samples revealed low residual concentrations of diesel. <br />Excavation was stopped to the north because of the property boundary and to the south because of <br />extensive underground utilities present in the former Market Street." (Wallace Kuhl, 2005, <br />Appendix F). <br />2 CHARACTERIZATION ACTIVITIES <br />2.1 WORK PLAN <br />The scope-of-work described herein is proposed to assess the presence and distribution of <br />PCOCs and COCs in soil and groundwater as a result of past activities at the Site in Parcels 24 <br />and 4, and residual COCs, if present, remaining in Parcel 3. Work will be performed under the <br />direct supervision of a California Professional Geologist. The scope-of-work includes the <br />following: <br />Preparation of a Health and Safety Plan (H&SP); <br />Preparation of a Quality Assurance / Quality Control (QA/QC) plan as well as a <br />Sampling and Analysis Plan (SAP); <br />Performance of a French drain alignment survey; <br />Performance of a soil gas survey; <br />Performance of soil and groundwater hydro-punch sampling; <br />Installation of monitoring wells and groundwater sampling; and <br />Reporting and agency interaction. <br />2.2 HEALTH & SAFETY PLAN <br />A H&SP will be prepared that describes requirements that will be implemented to maintain <br />Golden State Environmental, Inc. - 9 - Los Angeles, San Diego and Houston <br />Revised Work Plan — Soil and GW Characterization July 2006
