CHARTER WAY, STOCKTON, SAN JOAQUIN COUNTY, <br />RB CASE #390891 <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff reviewed <br />the Semi-Annual Groundwater Monitoring Report — Fourth Quarter 2017 (4Q17 GMR) dated <br />5 March 2018, received 28 March 2018, submitted on your behalf by Advanced GeoEnvironmental <br />Inc. (AGE) for the Transmission Store unauthorized petroleum release at 515 W. Charter Way in <br />Stockton (Site). <br />In the 4Q17 GMR, AGE details the activities and findings related to 4th quarter 2017 groundwater <br />sampling activities and hydrogen peroxide remedial injection events. AGE injected 200 gallons of <br />5% hydrogen peroxide into Site well ISCO-1 during each of three (3) events for a total of 600 <br />gallons. The injection events were performed on 3 July, 18 August, and 12 October 2017, followed <br />by 4th quarter sampling activities on 23 October 2017. In the 4Q17 GMR, AGE recommends <br />performance of additional peroxide injections, and evaluation of supplemental remedial <br />technologies. <br />Central Valley Water Board has the following comments: <br />1. AGE did not sample remedial compliance zone wells MW-4S and AMW-6 as required by <br />the Central Valley Water Board's 2 June 2017 Notice of Applicability (NOA). MW-4S was <br />sampled for hydrocarbons only, and AMW-6 was not sampled at all. The NOA establishes <br />Action Levels for arsenic, bromate, total chromium, hexavalent chromium, iron, and <br />manganese, and indicates that a contingency plan is to be implemented should <br />concentrations of these chemicals exceed the Action Levels in the compliance zone wells. <br />Central Valley Water Board staff does not concur with additional peroxide injections without <br />the required compliance zone analytical data. In a 1 May 2018 email, Mr. William Little of <br />AGE informed Central Valley Water Board staff that 2nd quarter 2018 groundwater sampling <br />was to be performed on 7 and 8 May 2018. In a same-day response, Central Valley Water <br />Board staff requested that they sample wells MW-4S and AMW-6 and analyze the <br />constituents listed above. By 30 July 2018, please submit the 2 nd quarter 2018 <br />Groundwater Monitoring Report (GMR), and include an evaluation of the listed constituents <br />as compared to the established Action Levels. <br />KARL E.
