BROWN JR, <br />COvEnNOP <br />MATTHEW IRODRiOUEE <br />SECRETARY roe <br />ENVIRONMENTAL PROTECTDM <br />Central Valley Regional Water Quality Control Board <br />5 May 2017 <br />Mr. Donald Rodgers <br />11900 South Union Rd. <br />Manteca, CA 95339 <br />WORK PLAN RESPONSE, THE TRANSMISSION STORE, 515 WEST CHARTER WAY, STOCKTON, <br />SAN JOAQUIN COUNTY, RB CASE #390891 <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff reviewed the <br />Soil-Vapor Investigation Work Plan (Work Plan) dated 10 April 2017, submitted on your behalf by <br />Advanced GeoEnvironmental Inc. (AGE), for the Transmission Store property located at 515 West <br />Charter Way (Site). <br />On 6 March 2017, Central Valley Water Board staff met with you and Mr. William Little and Mr. Daniel <br />Villanueva of AGE, to discuss the status of the project. In this meeting, we agreed that AGE would <br />submit a work plan for soil vapor sampling at the Site. AGE has submitted the Work Plan in response <br />to this meeting. <br />In the Work Plan, AGE proposes installing two (2) soil gas wells: one (1) near the Site building, and one <br />(1) near the building on the property to the north. AGE proposes installing each soil gas well to a total <br />depth of 6.5 feet below ground surface (bgs), with the sampling probe placed from 5.5 to 6 feet bgs, <br />filter sand placed from 5 to 6.5 feet bgs, six (6) inches of dry granular bentonite above the sand, and a <br />1-5% bentonite grout surface seal. AGE proposes analyzing the collected soil gas samples for total <br />petroleum hydrocarbons as gasoline (TPHg), full scan volatile organic compounds (VOCs), oxygen, and <br />the selected leak detection compound (isopropyl alcohol). <br />The proposed locations are appropriate to evaluate the vapor intrusion risk to nearby structures, the <br />proposed well construction is in accordance with the Department of Toxic Substances Control (DTSC) <br />guidance document Advisory — Active Soil Gas Investigations dated July 2015, and proposed analysis <br />is appropriate. <br />As such, Central Valley Water Board staff concur with the proposed scope of work. <br />If you have any questions or concerns regarding comments in this letter please contact the undersigned <br />at (916) 464-4615 or by email at alan.buehler@waterboards.ca.gov. <br />Alan M.
