SIDHU <br /> <br />MAY 2 1 2007 <br />5410 STAPLES WAY <br />LINDEN CA 95236-9556 <br />RE: 3032 East Waterloo Road Site Code: 1758 <br />Stockton, CA <br />The San Joaquin County Environmental Health Department (EHD) is the lead agency <br />providing the oversight of the investigation and cleanup of releases from underground <br />storage tanks (USTs) within San Joaquin County. EHD has a contract with the California <br />State Water Resources Control Board to conduct a UST corrective action program. The <br />above-referenced site was placed in the EHD Local Oversight Program (LOP) in February <br />1999. <br />The lateral and vertical extent of soil and groundwater contamination has not been defined at <br />your site. To date, eight Monitoring Wells (MW), four Groundwater Extraction Wells (EX) and <br />seven Soil Vapor Extraction Wells (VW) have been installed. Numerous off-site borings <br />have been completed and soil and groundwater samples collected for laboratory analysis. <br />An interim remediation system is currently in operation at your site: groundwater extraction <br />with carbon filtration and soil vapor extraction with thermal destruction. Groundwater is being <br />extracted from four wells, treated, and disposed of to the City of Stockton public sewer. Free <br />phase gasoline is still evident in extracted, untreated groundwater. Contaminated soil vapor <br />associated with the unauthorized release is being vacuum extracted, treated, and discharged <br />under a permit from San Joaquin Valley Air Pollution Control District. <br />The vertical and lateral extent of the groundwater plume remains undefined based upon on- <br />site Continuous Multitubing Wells (CMT) results and Cone Penetration Testing (CPT) grab <br />sample results. Further groundwater assessment is required to determine the full extent of <br />contamination. <br />A meeting was held at the EHD office on 17 January 2007 to discuss site assessment, <br />remediation and the additional investigation required. In attendance were: EHD staff, <br />CVRWQCB staff, and Advanced GeoEnvironmental (AGE) your consultant. You were <br />informed of the meeting, but did not attend. The outcome of that meeting was that further <br />groundwater assessment was warranted and this could be accomplished with monitoring <br />wells and CPT sampling. AGE had concerns with the current interim ground water pump and <br />treat remedial system and proposed additional extraction wells to increase hydraulic control <br />of the plume and reduce off-site plume migration. <br />EHD requested an addendum to the 15 January 2007 Site Assessment Work Plan and <br />Interim Remediation Addendum prepared by AGE to address the issues discussed in the <br />meeting.
