These deadlines were not met by the <br />responsible parties (RPs) nor was the EHD contacted with any reasonable request <br />for extensions. <br />In September 2011, the EHD requested a list of record fee title owner. On <br />October 18, 2011, Deputy Dhaliwal notified the EHD of 3 additional responsible <br />parties for this site, one being Mr. Deputy Dhaliwal. The 3 additional parties listed <br />by Mr. Dhaliwal were added as RPs and the EHD sent an additional directive letter <br />dated November 9, 2011, to all of the listed RPs. The November 9, 2011, letter <br />set new compliance deadlines. The new deadlines have not been met nor has the <br />EHD been contacted with any reasonable request for extensions. The RPs for this <br />UST site continue to be out of compliance with the completion of the site <br />investigation and ground water remediation. <br />Due to the large contaminant mass caused by the UST unauthorized release, the <br />high ground water contaminant concentrations in the release/source area, the <br />likelihood of ground water plume migration and suspected widespread distribution, <br />and the history of non-compliance, the EHD is referring this site to the Central <br />Valley Regional Water Quality Control Board for oversight as the lead regulatory <br />agency.
