SIDHU
5410 STAPLES WAY
LINDEN CA 95236-9556
RE: 3032 East Waterloo Road Site Code: 1758
Stockton, CA
The San Joaquin County Environmental Health Department (EHD) is the lead
agency providing the oversight of the investigation and cleanup of releases from
underground storage tanks (USTs) within San Joaquin County. The EHD has
received and reviewed: Suspension of Ground Water Discharge Permit, a
request submitted to the City of Stockton (COS) date September 7, 2011;
Remediation Update-Second Quarter 2011 dated September 12, 2011; and
Ground Water Monitoring Report-Third Quarter 2011 dated September 16, 2011,
all prepared by Advance Geo Environmental (AGE).
After review of the information in the above documents provided to EHD, it
appears that the COS liquid waste discharge permit for treated ground water
generated by the pump and treat remediation system has been suspended and
ground water remediation has ceased.
On October 5, 2011, EHD staff visited the site and verified the non-operation of
the ground water pump and treat remediation system. You are not in
compliance with site cleanup directives. You must continue with remediation
until cleanup is completed.
The operation of the ground water pump and treat system is essential to cleanup
and must be continuous. Restart the system immediately. Notify the EHD of
continued operation by October 17, 2011, and schedule an inspection to verify
compliance.
If the EHD is not notified and can not confirm continued operation of the ground
water remediation system by October 17, 2011, you will be required to attend an
Administrative Office Hearing at the EHD 600 E. Main Street, Stockton, at 10:00
am on November 1, 2011.
