On <br />July 4, 2013, Krazan was requested to conduct a Phase II Limited Site Assessment (LSA) for the subject <br />site. The proposed work is based strictly upon the conclusions presented in Krazan's February 28, 2013 <br />Phase I Environmental Site Assessment (ESA) report for the referenced subject site prepared for Capital <br />Access Group, Inc. The proposed work is being conducted in conjunction with a real estate transaction <br />and not by the request of a regulatory agency. <br />BACKGROUND <br />During the course of Krazan's referenced Phase I Environmental Site Assessment (ESA) no evidence of <br />recognized environmental concerns (RECs) was revealed in connection with the subject site. However, <br />the following potential areas of concern (PAOCs) were identified in connection with the subject site: <br />PAOCs <br />Krazan's historical research indicates that the septic system associated with the 4001 N. Wilson <br />Way subject site building has been located on site since this building was reportedly originally <br />constructed in 1991, and that this building appears to have been occupied by a California <br />Department of Fish & Game (Fish & Game) facility since originally constructed. In addition to <br />office and warehouse space, the Fish & Game facility includes several biological laboratories and <br />a shop which, according to records on file with the local regulatory agency, has been used in the <br />past for servicing Fish & Game boats and related equipment. Additionally, information obtained <br />during Krazan's February 20, 2013 site reconnaissance indicates that: 1) ethanol and a 10% <br />formalin solution are utilized in conjunction with specimen preservation operations conducted in <br />the Fish & Game labs; 2) the formalin solutions are currently treated with "Neutralex" to <br />neutralize the formalin waste prior to disposal; 3) the effluent from lab sinks is routed to a sump <br />located adjacent to the south of the 4001 N. Wilson Way building and is subsequently pumped to <br />a plastic aboveground storage tank (AST) located to the west of the building; and 4) the <br />neutralized lab sink waste is pumped from the plastic AST and transported off-site for proper <br />disposal by a contractor. Although no effluent from the Fish & Game labs is currently routed to <br />the on-site septic system, it is unknown exactly how long the labs have been operated on site <br />relative to the existing formalin neutralization system.
