aZan. & ASSOCIATES, INC. <br />SITE DEVELOPMENT ENGINEERS <br />July 22, 2013 Project No. 014-13157 <br />SITE-SPECIFIC HEALTH & SAFETY PLAN <br />WILSON WAY PROPERTY <br />3931-4001 NORTH WILSON WAY <br />STOCKTON, CALIFORNIA <br />1.0 INTRODUCTION <br />This Site-Specific Health & Safety Plan describes the health and safety procedures for the activities planned <br />for the Phase II Limited Site Assessment (LSA) at the referenced subject site in Stockton, California. Krazan <br />& Associates, Inc. (Krazan) employees and field personnel will abide by this plan. It is intended that all <br />project work will comply with applicable codes and regulations of the United States Occupational Safety and <br />Health Administration (OSHA) in accordance with Title 8 California Code of Regulations Section 5192 (8 <br />CCR 5192). Each field team member working on this project will have the general responsibility to identify <br />and correct any health and safety hazards and strive to make the workplace safe. <br />1.1 Project Description <br />During the course of Krazan's Phase I Environmental Site Assessment (ESA) dated February 28, 2013, no <br />evidence of recognized environmental concerns (RECs) was revealed in connection with the subject site. <br />However, the following potential areas of concern (PAOCs) were identified in connection with the subject <br />site: <br />PAOCs <br />Krazan's historical research indicates that the septic system associated with the 4001 N. Wilson Way <br />subject site building has been located on site since this building was reportedly originally constructed <br />in 1991, and that this building appears to have been occupied by a California Department of Fish & <br />Game (Fish & Game) facility since originally constructed. In addition to office and warehouse space, <br />the Fish & Game facility includes several biological laboratories and a shop which, according to <br />records on file with the local regulatory agency, has been used in the past for servicing Fish & Game <br />boats and related equipment. Additionally, information obtained during Krazan's February 20,2013 <br />site reconnaissance indicates that: 1) ethanol and a 10% formalin solution are utilized in conjunction <br />with specimen preservation operations conducted in the Fish & Game labs; 2) the formalin solutions <br />are currently treated with "Neutralex" to neutralize the formalin waste prior to disposal; 3) the <br />effluent from lab sinks is routed to a sump located adjacent to the south of the 4001 N. Wilson Way <br />building and is subsequently pumped to a plastic aboveground storage tank (AST) located to the west <br />of the building; and 4) the neutralized lab sink waste is pumped from the plastic AST and transported <br />off-site for proper disposal by a contractor. Although no effluent from the Fish & Game labs is <br />currently routed to the on-site septic system, it is unknown exactly how long the labs have been <br />215 W.
