Garcia, TR ETAL <br />3000-389 Kasson Rd <br />Tracy, CA 95304 <br />SUBJECT: Unauthorized Disposal of Waste at 8503 W. Windmill Cove Rd., Stockton CA <br />(APN 13122006) Complaint ID: C00035/27 <br />The San Joaquin County Environmental Health Dept Iment (EHD) was notified on June 20, 2012 that a <br />tenant of the above referenced property was generating and storing hazardous waste. During a complaint <br />inspection conducted on June 28, 2012, soil samples were taken and analyzed for hazardous waste <br />constituents. The analytical sample results indicated that hazardous waste levels of zinc and lead were <br />present. Then tenant was evicted from the property and the contaminated soil wasn't abated. <br />Violation: Please be advised that disposal of hazardous waste at an unauthorized point is a <br />violation of Health and Safety Code §25189.5. <br />Corrective Action: As the unauthorized disposal was not abated as part of a complaint inspection, <br />the EBB is referring the oversight of the investigation and cleanup to the Department of Toxic <br />Substances Control (DTSC) and the Central Valley Regional Water Quality Control Board <br />(CVRWQCB). Please contact Tim Miles of DTSC at (916) 255-3710 to determine proper oversight. <br />A "Notification of Hazardous Waste Discharge" report was filed on 8/24/12 with the DTSC and the <br />CVRWQCB pursuant to Health and Safety Code §25180.7.
