We have reviewed the Plans and have <br />many comments and concerns as set forth in the remainder of this letter. ' <br />, <br />From the plena alone, it is impossible for us to determine the intended Cr required , <br />performance of the system and to evaluate whether that performance can be attained. <br />For a complete review, it is essential to have a design report that fully develops the „ <br />basis of design. Specifically, the design report should include at least the following „ items: ; _ <br />. Permit/regulatory requirements. ,Based on recent precedents; the Regional <br />Board will, probably want to, issue a permit for the proposed facility.. <br />2 Design wastewater flows and characteristics. Both initial and future minimum, <br />average, and peak conditions should be indicated. As a minimum, wastewater <br />characteristics should include BOD5, suspendedsolids,-TKI•1;_alkalinity, and TDS. <br />Additionally, it is important to show how the wastewater flow and characteristics <br />are projected, based on the number and types of units to be served. In-plant <br />recycle streams, such as filter backwash water, should be accounted for., <br />3.
