We have reviewed the Plans and have many comments and concerns as set forth in the remainder of this letter. ' , From the plena alone, it is impossible for us to determine the intended Cr required , performance of the system and to evaluate whether that performance can be attained. For a complete review, it is essential to have a design report that fully develops the „ basis of design. Specifically, the design report should include at least the following „ items: ; _ . Permit/regulatory requirements. ,Based on recent precedents; the Regional Board will, probably want to, issue a permit for the proposed facility.. 2 Design wastewater flows and characteristics. Both initial and future minimum, average, and peak conditions should be indicated. As a minimum, wastewater characteristics should include BOD5, suspendedsolids,-TKI•1;_alkalinity, and TDS. Additionally, it is important to show how the wastewater flow and characteristics are projected, based on the number and types of units to be served. In-plant recycle streams, such as filter backwash water, should be accounted for., 3.
