WASTE DISCHARGE REQUIREMENTS ORDER NO. 5-00-226 -3- <br />COUNTY OF SAN JOAQUIN DEPT. OF PUBLIC WORKS <br />COUNTY SERVICE AREA NO. 44 <br />CASTELLO ESTATES AKA APRICOT ACRES <br />SAN JOAQUIN COUNTY <br />Groundwater monitoring wells were installed to monitor the groundwater quality in the <br />effluent disposal area. The well locations are presented in Attachment Bl. <br />The treatment and disposal system can be remotely accessed through the computer <br />controls. The system is also equipped with an automated telemetry system which will <br />notify the operator of a mechanical failure or critical conditions at the treatment plant. <br />The available disposal area allows for replacement of the leachfield disposal area should it <br />fail. This is consistent with the San Joaquin County Environmental Health Department's <br />Sewage Standards which require a 100-percent expansion area available for future use. <br />Groundwater exists approximately 65 feet below ground surface and flows to the <br />northwest based on the 5 July 2000 groundwater monitoring report included in the RWD. <br />The measured groundwater flow direction is not consistent with the anticipated <br />groundwater flow direction based on the topography which slopes down to the northeast. <br />Groundwater flow direction may be influenced by pumping wells in the area. <br />Federal regulations for stormwater discharges were promulgated by the U.S. <br />Environmental Protection Agency on 16 November 1990 (40 CFR Parts 122, 123, and <br />124). The regulations require specific categories of facilities which discharge stormwater <br />associated with industrial activities to obtain a stormwater NPDES permits. The flow at <br />this wastewater treatment plant is less than 1.0 million gallons per day and therefore the <br />Discharger is not required to apply for a stormwater NPDES permit. <br />Surrounding land uses are primarily residential and agricultural. <br />7 1. The Board adopted a Water Quality Control Plan, Fourth Edition, for the Sacramento River <br />and San Joaquin River Basins (hereafter Basin Plan), which contains water quality <br />objectives for waters of the Basins. These requirements implement the Basin Plan. <br />Stormwater which falls on the site will be collected by stormwater drains and piped to a <br />stormwater infiltration basin. <br />Castello Estates is located outside the 100-year flood zone. <br />Surface water drainage is to the Sacramento San Joaquin Delta. The beneficial uses of the <br />Delta are municipal and domestic supply; irrigation and stock watering; process and <br />service supply; contact and non-contact recreation; warm and cold freshwater habitat; <br />warm and cold water migration; warmwater spawning habitat; wildlife habitat and <br />navigation. <br />The beneficial uses of underlying groundwaters are municipal, industrial, and agricultural <br />supply. <br />The Board has considered antidegradation pursuant to State Board Resolution No. 68-16 <br />and finds that not enough data exists to determine whether this discharge is consistent with
